Document Type: Presolicitation Notice Solicitation Number: W912JC-18-B-0001 Posted Date: 26 October 2017 Original Response Date: 30 November 2017 Current Response Date: 30 November 2017 Original Archive Date: 30 December 2017 Current Archive Date: 30 December 2017 Classification Code Z- Maintenance, Repair and Alteration of Real Property Set Aside: Small Business NAICS Code: 238220- Plumbing, Heating and Air-Conditioning Contractors The 184th Intelligence Wing, Kansas Air National Guard located at McConnell AFB, KS intends to issue an Invitation For Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Modification of Bldg. 41 Exhaust System. Project will consist of the Base Bid and One Additive Bid Item (ABI). Base Bid: This project involves replacing the existing vehicle exhaust system for the trailer mounted generators in building 41. The existing system consists of two separate small exhaust fans located above the 3rd floor mechanical mezzanine. Each fan has ductwork running down to two articulating boom arms located on the first floor of Building 41. Each exhaust fan serves one generator trailer and each generator trailer has two generator sets that can and will run simultaneously. The existing exhaust systems are not capable of properly removing the exhaust created when the two generators are operated at the same time. This project shall replace the existing exhaust system as required to provide adequate exhaust to four generators being run at full operating capacity at one time. Provide all work necessary to completely evacuate the exhaust fumes produced by the four generators as indicated on the attached drawings. Access to the building is restricted and will require scheduling with the building users during construction. Return existing exhaust fans to the government. Salvage and return all recyclable metals to bins located in CE compound. ABI 01 will provide all work associated with purchasing and installing Exhaust Fan (EF-6N) as an option. This would include the demolition of the Existing EF-6E, EF18E, and associated ductwork. The controls sequence would need to include EF-6E back into the schematics of the system if this option were not taken. The contract duration is at 60 days. This project is set aside for Small Businesses. The North American Industry Classification (NAICS) Code is 238220, with a size standard of $15,000,000.00. The cost range is between $100,000 and $250,000. Your attention is directed to FAR CLAUSE 52.219-14 (b)(4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on-or about 08 November 2017. The tentative date for the site visit is on-or about 15 November 2017, 10:00AM CST at the 184CES Building 3, McConnell Air Force Base, Kansas. Interested contractors are encouraged to attend and shall follow instructions as shown in the solicitation. The bid opening date is scheduled for on-or about 30 November 2017. PLAN ACCORDINGLY) Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password. MPIN password may be required to access plans and specifications if deemed controlled unclassified.
