Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2)(i) this notice is issued for the purpose of market research. Market Research is being conducted to determine if there are potential SMALL BUSINESSES with the capabilities and experience to perform the required work. THIS NOTICE IS NOT TO BE MINCONSTRUED AS AN INVITATION FOR BIDS (IFB) OR A REQUEST FOR PROPOSAL (RFP). The information received will be used to determine whether to issued the proposed solicitation as a competitive set-aside or full and open competition (unrestricted). The extent of work will be described in the solicitation which will follow at a later date. PROJECT INFORMATION: The work involves the exterior renovations of four buildings at the Hubert H. Humphrey Job Corps Center. Two of the buildings slated for renovation are historic. Work performed on these buildings shall comply with the Secretary of Interior's Standards for the Treatment of Historic Properties. Work also includes, but is not limited to partial demolition and reconstruction of brick parapet walls, removal and replacement of existing wood-framed windows and associated steel lintels, repointing of exterior brick masonry, demolition and replacement of glass block clerestory windows and precast sills, and foundation waterproofing. Also included in the work are the structural bracking of new parapet walls, hazardous material abatement (asbestos containing materials and lead-based paint), miscellaneous site improvements in the form of general landscaping, drainage, and connnection to the underground storm water lines. Estimated Construction Value is between $1 and $3 million. SOURCES SOUGHT PERTINENT INFORMATION PERTINENT FACTORS FOR CONSIDERATION OF QUALIFICATION (in order of importance ). 1. Previous projects of similar scope and value: A. Contractor has completed two or more major renovation projects located on operating educational campuses with a $1-$3 Miillion constructed value within the last five (5) years. General contractor shall have also completed minimum of two partial building demolition projects and a minimum of one project including hazardous materials remediation within the last 5 (five) years. Contractor has completed two or more renovation projects in historic buildings within the last five (5 ) years indicating a familiarity with the Secretary of Interior's Standards for the Treatment of Historic Properties. Provide previous project examples that include the location of the project (City, State), the project owner, and a brief and concise description of the project scope. 2. Project Location: A. Contractor has completed three or more construction projects in the region of the project place of performance, in the last five (5) years, indicating familiarity with local conditions and subcontracting community. 3. Cost control, project schedule, safety, and quality of work: A. Contractor has proven record of excellent performance by completing projects on or ahead of time. Provide examples of previous projects, including the Contract Award/NTP date, the original contract completion date, and the actual contract completion date for each project. B. Contractor has a proven record of excellent performance by reducing cost and completing projects on or below budget. Provide examples of previous projects, including the Contract Award amount, the final contract value, and the percentage of Change Order value relative to the total constuction value for each project. C. Contractor has established Safety and Quality Control procedures and protocols which are consistently applied to all projects. Only submit responses to the Qualifications and Capabilities requirements provided above. The Government reserves the right to complte any acquisition resulting from this notice. This sources sought notice is for planning purposes only and does not commit the Government to pay for the information requested, issue a solicitation, or award a contract. No solicitation document exists at this time. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. THIS IS NOT A REQUEST FOR PROPOSAL.
