Description
Pre-Solicitation Notice to Provide CAD/CAM Instructor Services for San Diego/Norfolk Fleet Concentration Areas The Naval Air Warfare Center Training Systems Division (NAWCTSD) Contracts Department, Orlando, FL announces its intention to negotiate, on a sole source basis, a contract to provide instruction for the following course: A-702-0025- Machinery Repairman Class C School Computer Numerically Controlled Machinery (35 days in length). The training provided by the vendor will encompass the course scope and learning objectives of Computer Numerically Controlled (CNC) lathes, milling machines and associated equipment utilizing Mastercam Computer Aided Design (CAD)/Computer Aided Machining (CAM) Software resulting in a proficiently trained student meeting the performance and course completion standard. The vendor shall provide the facility, personnel, supervision, management, materials, and instructional technology needed to conduct training of personnel. The Contractor s instructors shall have documented civilian instructor experience in accordance with industry standards for Mastercam CAD/CAM or related type courses. The vendor shall have CNC certification/ license to teach CNC/CAD/CAM in the San Diego, CA. or Norfolk, VA Fleet Concentration Areas. Fisher Unitech, LLC, previously known as Prism Engineering, Inc. accomplished the last CNC training requirements under contract N61340-15-C-0019. Sole source authority is provided under 10 USC 2304(c)(1) as implemented by FAR 6.302-1. It has been determined through market research that Fisher Unitech, LLC is the only source with requisite knowledge, expertise, and software to provide this training the required Fleet Concentration Areas. The anticipated award date is 15 May 2018. The anticipated contract value for this procurement is $1.5M. This notice is not a request for competitive proposals. It is a notice outlining the Government s intent to contract on a sole source basis with Fisher Unitech, LLC. Interested sources are solicited to provide their written technical capabilities. Written response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Interested sources must submit detailed written capabilities to perform the required training in the required Fleet Concentration Areas. Detailed written capabilities of no greater than 10 pages must be submitted by email to Ms. Alyssa Ocasio (Alyssa.ocasio@navy.mil) in an electronic format that is compatible with Microsoft Office 2010 applications (MS Word), no later than close of business on Wednesday, 15 November 2017. Verbal submissions via phone will not be honored. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not to be considered a request for quotations or proposals. No solicitation document is available. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government. If no written challenge to this synopsis is received, a justification and approval (J and A) for other than full and open competition in accordance with the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) subpart 6.303 based on the rationale provided above will be initiated. If conducted as a sole source procurement, a separate synopsis will not follow. This synopsis will satisfy the intent of the requirements under FAR 5.201 and 5.204. In accordance with FAR 5.102(e), copies of the solicitation will be available upon request.
