Special Notice to Industry (1) Action Code : SPECIAL NOTICE The purpose of this Special Notice is to notify industry of NEW Solicitation Numbers for planned solicitation(s) (Contract Actions 1 and 2) supporting the Army Research Laboratory's IT Service Requirements. This is in response to the information gathered from the previously briefed industry day hosted at the Comfort Inn Capital, 4050 Powder Mill Rd, Beltsville, MD 20705 on March 14th and 15th 2017. This announcement is to provide interested parties advanced notice to prepare responses, team with other vendors (if desired) and develop innovative solutions for ARL. The Government is not seeking responses or taking questions at this time as each individual contract action detailed below will have an opportunity on each respective future posting. Each individual contract action will have its own set of requirements outlined below and will follow in the near future with further information for each individual synopsis will be posted detailing the information regarding forthcoming request for proposals. As stated at Industry Day, ARL is pursuing vendors who can provide services in an environment of declining budgets in this area where funding will likely be reduced over the life of the contract. The expectation is that costs will decrease using innovative methods and technologies such as social media, self- help tools and automated proactive measures that will reduce resolution times and increase customer satisfaction. Below is a brief overview of the services and strategy that will be included in the next ARL IT Services Contracts. It is expected that each category includes Program Management, meets all Army Information Assurance requirements and can be expanded to meet additional requirements as they are funded. Contract Action 1: Workplace Management Solicitation Number: W911QX-18-R-0004 Description: Help Desk/End User Support (Tier 0, Tier 1, Tier 2, Tier 3), Image Development, Patch Management, Video Teleconference Operations and Video Teleconference Engineering. Contract Type: Under $50M IDIQ (FFP) PoP: Five (5) Year Ordering Period Acquisition Strategy: Total Small Business Set-Aside Contract Action 2: Networking and Data Center Solicitation Number: W911QX-18-R-0003 Description: Network Administration (including classified), Critical Infrastructure Monitoring (24x7), Unix/Linux/Mac System Administration, Windows Server/San Administration, Enterprise Configuration Management, Hosting, and Open Campus Contract Type: Under $50M IDIQ (FFP) PoP: Five (5) Year Ordering Period Acquisition Strategy: Total Small Business Set-Aside Contract Action 3: Application Development Solicitation Number: W911QX-17-R-0025 Description: Application & Web Development and Maintenance, Platform Migration and System Consolidation Contract Type: CPFF PoP: One (1) Year Acquisition Strategy: Directed 8(a) Sole Source POC: Aaron Sabino Contract Specialist, aaron.c.sabino.civ@mail.mil THERE IS NO SOLICITATION AT THIS TIME. This notice does not commit the Government to contract for any supply or service whatsoever. Further, the Army at this time, is not seeking proposals and will not accept unsolicited proposals. Interested vendors are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this notice or future synopses. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website per the aforementioned solicitation numbers individually identified for each contract action. Therefore it is the responsibility of the potential offerors to monitor these sites for additional information pertaining to each requirement.
