- This is a SOURCE SOUGHT request only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This notice is published for market research purposes only. This notice is open to qualified business sources of all sizes. Information is sought regarding: The availability and capability of all qualified business sources; Whether qualified business sources are small businesses, service-disabled veteran owned small businesses, veteran-owned small businesses, women-owned small businesses, small disadvantaged businesses or large businesses; Authorized distributor, verified by an authorization letter from the original equipment manufacturer; If the items are available via VA NAC, GSA Advantage, and/or open market; Size classification relative to the North American Industry Classification System (NAICS) code 334516 for the proposed acquisition. Requests for a solicitation will not receive a response. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources. The Government is seeking potential sources for San Diego Instruments, Inc. Human Startle, EBC and ERP System. The required items and salient characteristics are listed below. Human Startle, EBC and ERP System: Products/Software Item Description/Part # Quantity 1 SR-HLAB COMBINATION SYSTEM for HUMAN STARTLE, EBC & ERP TESTING Includes: SR-HLAB, Eyeblink Conditioning and ERP-LAB Software, Stimulus Module, 2-EMG Response Modules, 1-PEC Response Module, Earphones, yoke cable, disposable electrodes (20, 3-electrode packs, one set of lead wires, one set of skin prep abrasive pads), Headset - Fleece Band Infrared Sensor & Air Tube and all cables and Connectors Part # 2325-0423 1 2 GALVANIC SKIN RESISTANCE MODULE Part # 7500-0345 1 3 DIGITAL I/O MODULE Part # 7500-0346 1 4 PORTABLE AIRPUFF UNIT Part # 2325-0253 1 5 SLAVE MOUSE Part # 7500-0198 1 6 HEART RATE SENSOR UNIT Part # 6200-0189 1 7 SR-HLAB VISUAL STIMULUS SOFTWARE (requires its own presentation computer with monitor) Part # 6300-0903 1 8 EXTENDED WARRANTY, TWO YEARS Part # EXTWAR2 1 9 CONFIGURED COMPUTER - ALL-IN-ONE DESKTOP Part # 2025-0018 1 Salient Characteristics for Human Startle, EBC and ERP System to support the MIRECC Neuropathology facility: The MIRECC is congressionally-mandated to investigate post-traumatic stress disorder (PTSD) and its comorbidities to include mild traumatic brain injury (TBI) in order to advance the understanding and potential treatment of these common Veteran afflictions. A classical feature of PTSD is exaggerated startle response and is believed to reflect chronic dysregulation of arousal systems in the brain. The MIRECC requires a well-established methodology to assess clinical startle response and event related potentials while recording skin conductance and heart rate parameters correlated with stimuli to inform how these PTSD-associated traits relate to research questions. To accomplish this, the Government requires a compact unit capable of eliciting and recording clinical research responses to startle stimuli. The system(s) must have existing published peer-reviewed journal articles in the field of PTSD and or TBI clinical research to validate their use in that domain. The system(s) must also meet the following required criteria: 1. The system software must be user friendly required no knowledge of programming. Test definitions must be created by simple menu selections. There must be no protocol / paradigm restrictions that can be developed using the software. 2. The system must have subject protection features include isolation of the subject from any electrical current, and sound pressure level limitations to protect the subject's hearing. 3. The system must have CE electromagnetic absence and have appropriate safety certification. 4. The system software must create a complete record of all data points recorded not just scored data. The data points can be reviewed and exported if desired. 5. The system must allow adjustable scoring parameters. 6. The system software should provide data values in millivolts produced by the subject s response as is consistent with translational data from animal models. This allows for interoperability and interpretability between systems. Reports should not be in Newtons which are subject to error. 7. The system have 1000hz data collection speed to capture high resolution event details. 8. The system must offer modular expandability to assess other features as they become identified and products become available. 9. The system must be portable and use a laptop so that the system can be used in a variety of settings depending on research needs. 10. The system design must include two channel testing for EEG and EOG (for artifact detection only) for testing already-identified landmark areas of the brain. 11. Sudden air puff delivery to the eye must be at least one method of startle stimulus delivery to measure eye blink conditioning reflexes associated with startle. The intended contract is a firm-fixed price one-year contract. Potential contractors shall provide, at a minimum, the following information to Jared.Zinsmeister@va.gov. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application in the System for Award Management (SAM). Any Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. If your company is not the manufacturer of the requirements listed, then only authorized representatives of the manufacturer will be considered. Equipment must be new, no used or refurbished equipment accepted. Please provide a proof of authorized dealer or reseller letter from manufacturer.
