Regional Gangs Advisor San Salvador, El Salvador Issuance Date: 10/25/2017 Closing Date: 11/08/2017 SOLICITATION NUMBER: PSC-18-004-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. MARKET VALUE: $84,005 - $123,364 (FS-02 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award, with four optional years 8. PLACE OF PERFORMANCE: San Salvador, El Salvador 9. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the Department of State (DOS). INL's mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation. The Bureau of International Narcotics and Law Enforcement Affairs, Office of Western Hemisphere Programs, Central America Regional Security Initiative (INL/WHP/CARSI) team supports foreign assistance programs throughout Central America. The Bureau is responsible for the development, coordination, implementation, and supervision of international narcotics control, law enforcement activities, and international criminal justice issues for the DOS. INL/WHP funds a program to enhance the capacity of governments in the Central American Region to combat youth gang crime and prevent youth from being drawn into gangs. The purpose of the Regional Gangs Advisor is to focus on local and regional gang-related crime and violence prevention programs as well as police professionalization and capacity enhancement through specialized training, mentoring and technology enhancements. These activities will include, but not be limited to, community policing, police managed in-school and after school prevention programs for youth-at risk, and best practices in crime prevention and strengthening the rule of law. RELATIONSHIP The Regional Gangs Advisor reports directly to the INL Deputy Director at Embassy San Salvador, El Salvador and will have close working relationships with INL counterparts in INL sections and offices in Central America (Guatemala, El Salvador, Honduras, Belize, Nicaragua, Costa Rica, and Panama). The Contracting Officer's Representative (COR) is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports as required by the INL Director/Deputy Director and/or INL/WHP and "Completion of assignment report," which shall be a comprehensive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following; 1. INL/POST Director(s) and; 2. INL/Program Officer Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC's hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), contract number, project number, and title, contractor's name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. DUTIES AND RESPONSIBILITIES 1. Conduct on-going assessments of the organizational and operational capacities of anti-gangs units and other justice sector entities combating gang-related crime and violence. The assessments will be designed to evaluate the institutions' ability to identify, detain and convict criminal leaders and identify and promote prevention mechanisms. It will include the institutions' ability to interact and problem solve with impacted communities and to coordinate with counterpart organizations in other countries of the region and of the United States. The assessment will identify specific training and technical assistance needs. 2. Conduct oversight and supervision (including GOR and COR responsibilities as required) of on-going INL grants and contracts to include, but not be limited to: the Model Police Precinct (MPP) Management grant, the MPP training grant, the Gang Resistance, Education and Training grant; the Police Athletic League grant, the COMPSTAT implementation project, as well as infrastructure improvement and equipment projects. 3. Provide technical assistance to appropriate ranking law enforcement and other justice sector officials to implement and institutionalize modern, evidence based crime prevention strategies such as pro-active patrolling, intelligence-led policing, and targeted enforcement. 4. In conjunction with host country and other USG organizations, evaluate the most effective way to increase availability and sharing of information of information on criminal gang members among host nation and regional law enforcement partners.. This will include tools such as improved analysis of fingerprints intelligence analysis, criminal histories, and case databases. The goal will be to increase regional and U.S. access to accurate information. 5. Provide advice and assistance in preparation of documentation for procurement of technical services, training and commodities and the monitoring of procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of items procured. This includes, equipment, including hardware and software, needed to facilitate information sharing, such as fingerprint analysis tools and case information tools. 6. In coordination with INL, facilitate the implementation of the training and technical assistance, including monitoring and evaluation of effectiveness of interventions. 7. In coordination with INL, implement anti-gang prevention activities, ensuring that law enforcement and prevention activities are part of an integral program. 8. Provide oversight and supervision of other INL foreign assistance programs and LES, TPC, and PSC personnel as directed by the INL Director and/or Deputy Director. 9. In coordination with INL, provide support to other USG anti-gang programs in the region on an as-needed basis. 10. Provide input to INL for the F Budget process, including development of operational plans. TRAININGS & DISTANCE LEARNING COURSES 1. Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. 2. Completes the Grants Officer Representative training requirements including, but not limited to (PY260) Federal Assistance Management, (PY220) Introduction to Grants and Cooperative Agreements, (PY222) Monitoring Grants and Cooperative Agreements, (PY261) GOR Training, (PY262) Grants Management, and (PY320) Ethics in the Grants Environment within the first six months of arriving at Post. 3. Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 4. If applicable - Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post. COMPLEXITY The Regional Gangs Advisor must be able to review host country law enforcement needs and capacity to increase the scope of operations and information-sharing; develop and manage relationships with multiple INL personnel, law enforcement units, and host government officials spanning the seven countries of Central America and Washington D.C.; ensure sustainability of projects through provision of planning, communication, and operational standards; and have the ability to integrate competing needs of partner nation law enforcement units into a coherent and comprehensive transnational approach. SCOPE AND EFFECTIVENESS The Regional Gangs Advisor performs a broad range of coordination tasks related to development of law enforcement capacity in a complex foreign assistance environment in Central America. PERSONAL CONTACTS The Regional Gangs Advisor works closely with the INL/WHP CARSI Team Lead, the Directors of INL offices and sections throughout Central America, INL field-based personnel, and INL-supported interagency personnel. The Regional Gangs Advisor will also have contact with Law Enforcement Officials of partner nations, coordinating agencies (USG or host country) as appropriate, and other INL Contractors. MINIMUM QUALIFICATIONS 1. U.S. Citizen, able to obtain/maintain a DOS Top Secret Security and medical clearance. 2. Bachelor's Degree from an accredited US institution in Criminal Justice, International Relations or related fields or 20 years related law enforcement experience. 3. Proficient in Spanish as well as read and speak Spanish at the FSI 3/3 equivalency 4. Demonstrated ten (10) years of experience in the area of law enforcement operations, management, and training. Proven record of accomplishment of implementing law enforcement programs in Latin America. 5. Demonstrated experience working with partner nation policing programs, policing tactics and theories, and management of resources. 6. Demonstrated experience in managing program resources in an overseas environment, including project analysis, design, implementation and evaluation. 7. Demonstrated relevant work experience in law enforcement program management, training, and problem-solving methodologies. 8. Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups. 9. Proficient in Microsoft Office Suite. GOVERNMENT-FURNISHED EQUIPMENT The PSC shall be able to use a furnished with office space, a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the Department of State DoS. EVALUATION CRITERIA Factor 1: Work Experience (40 Points) Demonstrated work experience in planning and developing anti-gang strategies and programs and ability to coordinate with host country justice sector and prevention officials, other USG agencies, and Civil Society Organizations. Demonstrated experience in capacity enhancement (training/technical assistance/analysis) with law enforcement in Central America. Factor 2: Program Experience (30 points) Knowledge of program management policies, concepts, practices and principles in order to analyze and develop recommendations for program implementation and objectives of the USG, including knowledge and experience in U.S. Government regulations, standards of conduct and ethics. Factor 3: Management & Communication Experience (15 points) Ability to communicate effectively, both orally and in writing, in a timely and concise manner; interact effectively with others at all levels to prepare, analyze, explain and defend determinations and requirements with respect to conformance to applicable laws, policies and other regulatory guidelines; and advise program officials. Factor 4: Past Performance (15 points) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the U.S. government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that a candidate has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references and academic credentials will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
