- This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District's imminent issue of an Invitation for Bid Package for its construction project, entitled PROJECT INFORMATION: The project site is located in Romeoville, IL adjacent to the Chicago Sanitary and Ship Canal. The work is located at the Dispersal Barrier, 790 East Old Romeo Road, Romeoville, IL 60441. The dispersal barrier electrodes are located underwater in the Chicago Sanitary and Ship Canal (CSSC), which is a man-made waterway creating the only continuous connection between Lake Michigan and the Mississippi River basin. The underwater dispersal barrier system was developed to prevent the spread of invasive fish species between these watersheds. The work includes underwater demolition and providing new electrodes, sleepers, conductors, and incidental related work for the electrical distribution system at the Dispersal Barrier site. Special Schedule Considerations: The Demonstration Barrier is a component in the Barrier system that prevents the transfer of aquatic invasive species between the Great Lakes and the Mississippi River Basins. The Contractor must make all efforts to minimize the time that the Dispersal Barrier is not operational. Additionally, the Contractor must coordinate any closures of the Chicago Sanitary and Ship Canal to marine traffic required to complete work. Federal holidays are not considered work days. CONTRACTING OFFICE LOCATION: USACE District, Chicago - 231 SOUTH La SALLE SUITE 1500, Chicago, IL 60604. PROJECT LOCATION: 790 East Old Romeo Road, Romeoville, IL 60441. The exact location will be shown by the Contracting Officer, or the Contracting Officer's Representative. ACQUISITION INFORMATION: Competition for this acquisition is Small Business Set Aside. The Classification Code for this procurement is North American Industry System Code 237990, with a small business size standard in dollars of $36.5M. The magnitude of cost for construction is estimated between $5M and $10M. The Solicitation package (Invitation for Bids - "IFB") will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. Once the package is released into advertisement at this website ("Federal Business Opportunities"), interested bidders may download the full package, includes: specification and drawings files. The Solicitation package will be available on or about November 9, 2018, with bids due 30 days following the issuance/release date of the Solicitation package. IN THE CASE OF A DISCREPANCY BETWEEN THE DATES PUBLISHED IN THIS NOTICE AND THOSE CALLED OUT IN THE IFB DOCUMENT, THE DATES IN THE IFB DOCUMENT OVERRIDES THOSE PUBLISHED HEREIN THIS NOTICE; THIS IS RELATIVE TO THE IFB ISSUANCE DATE AND THE DUE DATE FOR BIDS.
