- THIS IS A SOURCE SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL / QUOTE. The Department of Veterans Affairs (VA) Oklahoma City Health Care System (OKCVAHCS), Lawton, OK Community Based Clinic Out-patient Clinic (CBOC); Eastern Oklahoma Health Care System Muskogee (EOKCVAHCS); Tulsa, OK CBOC and the Network Contracting Office (NCO) 19 are performing market research to determine if there are sufficient number of qualified (1) Service Disabled Veteran Owned Small Business; (2) Veteran Owned Small Business; or (3) Small Business to set aside for a contemplated Firm Fixed Price Clinical Hematology Cost Per Reportable Result (CPRR) Laboratory Testing Services contract. The Government will use responses to this notice to make the appropriate acquisition decision. The selected contractor will provide the above facilities with CPRR Services which includes Hematology Clinical Laboratory Analyzers, reagents, consumables and supplies. The desired instrumentation shall have the capability of performing or reporting the clinical parameters as defined in the contemplated statement of work. The contractor s-owned instruments will be able to simultaneously perform the complete profile to meet the performance characteristics for accuracy and precision as defined by the 1988 Clinical Laboratory Improvement Act (CLIA) and the Clinical and Laboratory Standards Institute (CLSI). The equipment must maintain or preferably reduce the number of work stations or overall labor required to accomplish the required testing by each laboratory. The clinical testing instrumentations will meet or exceed current equipment (technology) for all participating laboratories. The Contractor is required to provide a continuously stocked inventory of reagents, standards, controls, supplies, disposables and any other materials required to properly perform tests (peripheral blood and body fluids) on the equipment such that equipment operations are not interrupted. The total contract period for all facilities shall be one base year and four (4) inclusive option year periods not to exceed five (5) years. The total aggregated contract amount, including all options years, shall not exceed $1,835,000.00. This contemplated RFQ and/ or solicitation will be evaluated based on best value in terms of technical capabilities and past performance (Price will be considered) in accordance with FAR 13. All interested contractors who can meet the requirements stated above should respond, in writing, with information describing their interest, capabilities statements and indicate which small business category for which they qualify to the Contracting Officer shown above no later than 4:00 p.m. (Mountain Time), November 10, 2017.
