Description
The Naval Air System Command (NAVAIR), Naval Air Station (NAS) Patuxent River, MD, intends to negotiate and award, on a sole source basis, a Firm Fixed Price (FFP) contract to Martin-Baker Aircraft Company, Ltd. (MBA), Higher Denham, Middlesex, England for up to 1,740 Inertia Reels, associated cables and levers, and spares for the MH-60S Gunner Seat Replacement. The proposed contract actions for the Inertia Reels are those for which the Government intends to negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies will Satisfy Agency Requirements." The Government needs the first lot of Inertia Reels by 29 December 2017 to meet the Fleet's urgent need. To meet the Government's requirements, the locking of the Inertia Reel must not be sensitive to the orientation of the reel with respect to gravity, allow multiple orientations (e.g., horizontal mounting, vertical mounting, etc.), be sensitive enough in all three axes (i.e., lateral, longitudinal, and vertical) to lock when a crash is imminent, have a sufficiently large operating window (i.e., a minimum of 100 degrees), have a spool that accomodates a minimum of 60 inches of webbing, and not exhibit nuisance locking. MBA is the sole designer, developer, and manufacturer of an Inertia Reel that currently meets these requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement with a capability statement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract and modifications based upon responses to this notice is solely within the discretion of the Government.
