- The United States Department of Justice (DOJ) intends to issue a Request for Proposals for transcription services contract(s) to support DOJ's Executive Office for Immigration Review (EOIR). The primary mission of the Executive Office for Immigration Review (EOIR) is to adjudicate immigration cases by fairly, expeditiously, and uniformly interpreting and administering the Nation's immigration laws. Under delegated authority from the Attorney General, EOIR conducts immigration court proceedings, appellate reviews, and administrative hearings. Contractor personnel will furnish administrative, logistical, professional, and technical labor, supplies, equipment, facilities, and materials necessary to provide, in both hard copy and electronic format, typed transcripts of Government-owned recordings of immigration hearings on an as-ordered basis. The length of each immigration hearing ranges from one hour to an entire day or more. The hearings are primarily recorded on EOIR's digital audio recording system and, when necessary, on cassette tapes using analog recording equipment, and the tape becomes part of the official Record of Proceeding. The average length of a transcript resulting from one immigration hearing is approximately one hundred pages. The average hearing is 2.6 hours in length; some may be considerably longer. The major source of transcription services for EOIR is under the existing contracts, DJJ13-C-2424 with Deposition Services, DJJ13-C-2425 with Free State Reporting, and DJJ13-C-2426 with National Capitol Contracting. These indefinite delivery, indefinite quantity contracts were awarded on April 1, 2013 and will expire on March 31, 2018. All three contracts are identical in scope. A single order is issued against each contract on an annual basis for anticipated services during the associated contract period. During the last fiscal year, the volume of transcript requests have increased by 21%. Over half of the Board of Immigration Appeals caseload consists of detained cases which require expeditious handling. To ensure vendors are capable of meeting this business demand, each vendor will be required to deliver the following capability: • 200 hours of audio* per week with a 5-day turn-around time; and • 100-150 hours or audio* per week with a 20-day turn-around time *most audio contains simultaneous interpretation The Government contemplates award of up to five (5) indefinite delivery/indefinite quantity contracts for this requirement. The Government anticipates setting aside each awarded contract for a small business concern. The Government anticipates a period of performance of 12 months with four (4) 12-month options. The solicitation (i.e. 15JPSS18R00000001) is anticipated to be available on or about November 30, 2017. Due date for receipt of proposals will be approximately 30 days after issuance of the solicitation.
