- Construction - Repair of Emergency Back-Up Generator The Western Fisheries Research Center in Seattle, WA is equipped with a 750kva emergency generator that is automatically activated during power outages from the utility provider. This emergency generator has developed a leak in the head that is introducing engine coolant into the crankcase and breaking down the oil. The USGS requires a licensed contractor to repair this equipment and the awardee must provide a Payment Bond or an Irrevocable Letter of Credit (ILC). During the solicitation phase of this project, we will invite interested prospective contractors to review the Statement of Work and attend an on-site inspection. We estimate that the Request for Quotations (RFQ) will be available the week of 11/06/17 and be open for ten (10) days. The period of performance is expected to be not longer than forty-five (45) days from issuance of the notice to proceed, though prospective contractors may propose a shorter period in their proposed statements of work. The estimated magnitude of this project is between $25K and $100K. The Construction Wage Requirements Statute (prevailing wage, formerly Davis-Bacon Act) will apply. A performance bond will not be required. As per FAR 28.102-1(b)(1), either a payment bond or an irrevocable letter of credit will be required. We intend to award a firm-fixed price contract in accordance with the procedures of Federal Acquisition Regulation (FAR) Parts 13 (Simplified Acquisition Procedures) and 36 (Construction and Architect-Engineer Contracts). The applicable product/service code is J028, "Maintenance, Repair and Rebuilding of Equipment: Engines, Turbines, and Components." The applicable NAICS code is 238290, "Other Building Equipment Contractors," size standard $15.0M. This acquisition is reserved exclusively for participation by small business concerns and there is no incumbent contractor. Prospective contractors do not need to respond to this pre-solicitation notice.
