SOURCES SOUGHT Department of Public Works (DPW) Construction Requirements INTRODUCTION The Mission and Installation Contracting Command, Fort Eustis is issuing this sources sought as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for a Department of Public Works construction contract. This is a sources sought notice seeking only qualified Small Business responses in order to determine small business participation for the acquisition. The intention is to procure these requirements on a competitive basis. The Department of Public Works will host a site visit, at Fort Benning, GA on 8 November 17 from 0800 to 1200 (noon). (See Additional Information Section below). All Small Business socio-economic categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. RESPPONSES WILL NOT BE RETURNED TO THE RESPONDER. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT." PROGRAM BACKGROUND The Department of Public Works is designated as the organization which provides, operates, repairs and maintains the installation's real property facilities; performs minor and major construction; housing; provides space management; conducts long range master planning; and manages energy, environmental, historical cultural, and natural resource programs. In accordance with these assignments, the Department of Public Works provides a broad range of maintenance, repair, and alteration projects for electrical, architectural, heating ventilation air condition (HVAC) and plumbing. Construction requirements include and are not limited to HVAC repairs, building repairs, roof replacements, building renovations, barrack repairs, latrine repairs, lighting installations, fence repair, building conversion, crawl space repairs, locker room repairs, basement and attic repairs, and expansion joints. Qualified Contractors will have construction experience and supported past performance executing construction projects over the last five years in areas including architectural, electrical, heating and air conditioning ventilation, and plumbing. The construction projects can include one or more of the following: Architectural: Ceiling demolition, removal of exterior wall louvers, removal of office door frames and mechanical room doors, removal of interior walls and porch entry ways, sidewalk removal, steel framing for duct penetrations, door and latrine signage, and installing doors. Electrical: Reconnecting light fixtures, installing emergency lighting, installing wall switches/box, installing panels, installing Emergency Management Control System (EMCS) data cable, installing fire alarm control panel and detectors. Heating, Ventilation, Air Conditioning (HVAC): Emergency Management Controls for Dual Temperature Pumps & Preheat Pumps, Boiler Circulation Pumps, Natural Gas System, Dual Temp Loop & Preheat Loops, and general hardware and software. Plumbing: Demolition and installation of latrines, installing toilet accessories, installing latrine drain piping and pipe insulation. REQUIRED CAPABILITIES The Contractor shall provide construction requirement support of the areas specified in Program Background (above). This includes projects of both design-bid-build and design-build types. Further detail is provided in the draft Statement of Work (SOW) attached to this announcement (Attachment 1). If your organization has the potential capacity to perform these construction requirements, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to: 1) provide construction requirement support consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide construction project support. ELIGIBILITY The applicable NAICS code for this requirement is 236220 with a Size Standard of $36.5M. Small Businesses are encourage to respond. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (SITE VISIT) The Department of Public Works intends to hold a site visit at the Fort Benning, Georgia on 8 November 17. The site visit will start at 0800 and end at 12:00(noon). This scheduled site visit will enable potential Offerors to further understand the history behind the requirement as well as tour certain areas of specific interest to the Department of Public Works for the intended requirement. Attendance at the site visit is not a requirement and in no way will it have any effect on any company from submitting a response to this Sources Sought notice and/or a proposal in response to any forthcoming solicitation. The email must provide the business name, address, attendee name(s), a point of contact phone number and email address. The subject line of the email should read "Fort Benning Construction Site Visit". Specifics, including directions, agenda, question forms, and ground rules will be provided by email upon approved registration. Due to space limitations, no more than two (2) representatives from each potential Offeror will be permitted to attend the site visit. All attendees must provide proof of U.S. Citizenship. This site visit WILL NOT be rescheduled if cancelled due to weather or any other Acts of God. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) A draft Statement of Work (SOW) is attached for review. (Attachment 1) Interested parties are requested to submit a capabilities statement of no more than twelve (12) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 2 pm, EST, 20 November 17. All responses under this Sources Sought Notice must be e-mailed to melinda.c.paynter.civ@mail.mil. This documentation must address at a minimum the following items: 1) Provide a description of the products/service provided by your company and company background? 2) What type of work has your company performed in the past in support of the requirements of similar scope and complexity to the requirements for this IDIQ contract? Include your companies experience in managing multiple projects being executed either simultaneously or on an overlapping basis. 3) Can or has your company managed a team of subcontractors before? If so, provide details. 4) What specific technical skills does your company possess which ensure capability to perform these types of projects? 5) Provide your company's ability to hire and retain qualified personnel. 6) Provide the number of design-build and design bid-build projects completed in the past five years for similar scope requirements for the construction projects areas identified in Program Background (above). 7) Provide a description of your companies A/E design team and qualifications. 8) Provide an overview of your companies Quality Control Plan and Safety Plan. 9) Provide your company's experience in performing contracts considered either critical and/or high visibility projects with compressed timelines and performing Federal contracts, in particular, contracts for the Department of Defense and DoD components. 10) Indicate your companies bonding limit for a single project, the aggregate bonding limit, or current available bonding. 11) Provide Industry feedback on the recommended Product Service Code (PSC) for this requirement? 12) Provide a statement including current small business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. 13) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUB Zone, or Service Disabled Veteran-Owned Small Business Concern. Updated: 14) Small Busineses are reminded under FAR 52.219-14, Limitations on Subcontracting that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. Updated: The estimated period of performance consists of a five (5) year ordering period with performance commencing in December 2018. The potential procurement value is $60 million. Updated: The contract type is anticipated to be Indefinite Delivery/Indefinite Quantity contract with Firm Fixed Priced Task Orders. The Government intends to make multiple awards. A specific number is not provided at this time. Task Orders will vary in size and complexity and range from $2,000.00 to approximately $5,000,000.00 with most anticipated to be between $25,000.00 to $5,000,000.00 Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Melinda Paynter, in either Microsoft Word or Portable Document Format (PDF), via email melinda.c.paynter.civ@mail.mil. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls will be accepted. All questions must be submitted to the contract specialist identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
