- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. Technical requirement description is in the attachment. This is a competitive open market solicitation. The applicable NAICS code is 511210 - Software Publishers. The provisions and clauses incorporated herein are those in effect as of Federal Acquisition Circular (FAC) 2005-95 dated 01/13/2017. The Export-Import Bank of the United States (EXIM) has a need for media monitoring software as shown in the attached description. Intended contract term will be 5 years (base period: 1 year with four option periods: 1 year each). (Jan 2017); 52.252-1, Solicitation Provisions Incorporated by Reference (February 1998); and 52.252-2, Clauses Incorporated by Reference (February 1998) for commercial items and service Supplemental Information to Clause 52.212-2: Paragraph (a) evaluation factors are: • Technical Capability - this will be rated on a pass/fail basis on whether the proposed solution provides all the information in the format described in the Statement of Work. • Price - All line items from the attached SF-1449 must be included. Where applicable, back-up detail / pricing should be included to support your CLIN totals where appropriate. A completed SF-1449 should also be included. Basis for Award: EXIM Bank intends to make award on a lowest priced, technically acceptable basis; as a result of this solicitation. To be responsive to this notice, an Offeror must include a copy of the completed SF-1449 with its offer. Offerors must be registered in the System for Award Management (S-A-M) system as of the offer date. Your offer should consist of two parts: A.) Pricing Quote: Your pricing quote should include all items described herein, and must reflect all costs as summarized in the SF-18. Discounts from your cognizant NASA-SEWP contract, if applicable, should be indicated. This RFQ includes option year periods. If option year pricing included with your offer will be subject to re-determination based on your cognizant NASA-SEWP contract, or for the manufacturer you are acting as a re-seller for; this must be indicated on your offer. B.) Technical Submittal: The technical submittal will be used to determine if the proposed software solution meets the requirements noted herein. Submittals will be reviewed for both enabling the functional requirements, and to determine if the intended salient characteristics are provided. Your offer should also indicate which product addresses which part of the capabilities description. Since an existing, off-the-shelf solution is being sought; offerors are encouraged to use existing technical literature, illustrations, brochures, and general promotional materials for this purpose. A separate technical proposal developed specifically for this RFQ is not necessary. All responsible sources are invited to submit an offer.
