Description
The National Institutes of Health intends to negotiate on a sole source basis with The National Contract Management Association (NCMA) a corporate sponsorship. The purpose of the corporate membership with the National Contract Management Association (NCMA) is to gain access to the leading professional resources for those in the field of contract management. There are no resellers of the NCMA membership, therefore a solicitation for quotes from other sources is not applicable. NCMA specifically targets the federal contracting community which is the intended target of the National Institutes of Health Information Technology Acquisition and Assessment Center (NITAAC)program. NCMA has over 20,000 members, and is dedicated to the professional growth and educational advancement of procurement and acquisition personnel worldwide. NCMA provides a forum for military, Government and industry to collaborate. This sponsorship would enable NITAAC to further its mission of providing low-cost, high quality IT products and services to every government agency through the efficient and economical use of innovative government-wide acquisition contracts and comply with the OMB mandate to promote its GWACs. This corporate sponsorship gives NITAAC access to over 20,000 members, and 100 chapters. Benefits include access to the NCMA community through corporate visibility through print, web, social media, newswire, mail and NCMA meetings and events. The sponsorship also allow one of NITAACs Executive level staff members to be on NCMA's Board of Directors who includes experienced and influential Executives from many federal agencies. Corporate membership would also allow NTAAC the opportunity to connect, network, share and partner with other Government entities, and reach decision makers in a more efficient and cost-effective way by reducing exhibiting rates for events, providing more opportunities to speak at events, providing access to contact information that can be used for follow up after an event that would otherwise not be possible without membership. The government intends to enter into a contract for these services for a base year and up to 4 option years. Responses: The proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b). If you believe you can provide the items or services, please forward capability statements that are tailored to the requirements to the Specialist by July 30th, 2017. A determination by the Government not to compete this proposed acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any submitted responses should have the announcement number referenced in the subject line of the email the submission is attached to. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response.
