- MIL-PRF-27407D 1 August 2014 SOO The Government intends to procure Type I Grade A and Grade N Bulk Gaseous Helium for the entire Continental United States (CONUS) in accordance with (IAW) the attached Statement of Objectives (SOO) and product specifications. The product will be delivered f.o.b. origin into Government-owned or leased compressed gas tube bank trailers and Government-owned or leased International for Standardization (ISO) containers. The total estimated quantity is 83,581 MC (1 MC is equivalent to 1000 standard cubic feet); of which 72,636 MC is a Bureau of Land Management (BLM) requirement and 10,945 MC is a Non-BLM requirement. BLM requirements must be purchased from a "Federal Helium Supplier" that has an in-kind crude helium sales contract with the Bureau of Land Management and that is on the BLM Amarillo Field Office's Authorized List of Federal Helium Suppliers. The solicitation will also contain Contract Line Item Numbers (CLINs) for associated services such as Delivery fee for expedited delivery, purging of compressed gas tube-bank trailers/ISO containers, repairs of compressed gas tube-bank trailers/ISO containers, and analytical testing for neon and hydrogen for shipments to specified locations. The applicable North American Industry Classification System (NAICS) code for this requirement is 325120 -Industrial Gas Manufacturing. A Request for Proposal (RFP) will be solicited through the Federal Business Opportunities (FBO) website at https://www.fbo.gov on or about 5 December 2017. The contemplated contract type is a Fixed-Price with Economic Price Adjustment Indefinite Delivery/Indefinite Quantity contract. The Period of Performance (POP) consists of a 12-month base period with four (4) 12-month option periods which is projected to start on 1 April 2018 and end on 31 March 2023. All responsible sources may submit a proposal. Product/Customer Specifications : -NSN 9135-00-890-2011 Pressurizing Agent Gaseous Helium (Bulk) Type I Grade A: IAW MIL-PRF-27407D dated 1 August 2014 (attached). Estimated quantity for BLM requirement is 61,746 MC and 10,185 for Non-BLM requirement. -NSN 6830-01-598-7274 Pressurizing Agent Gaseous Helium (Bulk) Type I Grade N: IAW CGA G-9.1-2014 (available from the American Gas Association). Estimated quantity for BLM requirement is 10,890 MC and 760 for Non-BLM requirement.
