- Sources Sought Announcement Notice Washington Headquarters Services (WHS)/Human Resource Directorate (HRD) Competency Management System The Washington Headquarters Services (WHS) Office of Small Business Programs (OSBP) is conducting market research to locate qualified, experienced and interested businesses to provide an automated software solution for the WHS Human Resources Directorate (HRD). Introduction: The Sources Sought Notice is for informational purposes only. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the government. This notice neither constitutes a Request for Proposal (RFP). No contract will be awarded from this announcement. No reimbursement will be made for any cost associated with providing information in response to this announcement. At this time no solicitation exists. Therefore, please do not request a copy of the solicitation. Responses in any form are not offers. Sources Sought: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541519, Other Computer Related Services, with the corresponding size standard of $27.5 Million. This Sources Sought is requesting responses to the following criteria ONLY from businesses that can provide the required services under the NAICS Code. To assist WHS/AD in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. REQUIRED CAPABILITIES: The desired response to this Sources Sought will demonstrate an automated solution that includes the following functionality: a.Interactive tool (employee, supervisor, leadership, mentor) b.Competency-based by employee and position c.Ability to establish and track "functional accomplishments" by employee and organization d.Interactive Individual Development Plan e.Incorporated Educational/Developmental opportunities f.Workforce Planning capability g.Ability to establish and track multiple career paths h.Informal Mentorship capability i.Ability to identify/tag positions for career broadening opportunities j.Ability to slate employees for career development opportunities (both training and broadening) k.Reporting capability to track competency gaps, employee development, slating, etc. l.Must be able to support a Setup Single Sign On (SSO) Login to allow for DOD CAC certificates to login m.Prefer an off the shelf product that may allow for some customization SPECIAL REQUIREMENTS Staff supporting this program must have a Secret Clearance. Contractors are requested to NOT submit marketing materials; but rather, speak directly and specifically to the required capabilities outlined above. Submission Details Interested businesses having the capabilities necessary to provide the specified services may submit capability statements (no more than five pages, cover page not included in page limit) demonstrating their ability to perform the services listed above. No telephone requests will be honored. Please provide the following information; 1) A brief three to five page synopsis describing the automated solutions. Submissions shall be in MS word or PDF format. 2) How your company's product can support each of the identified Capability Area(s) and each of the identified Special Requirements 3) Company Name & Address 4) Company Web Page 5) Company Primary Point of Contact Name, Business Title, Email & Telephone Number 6) NAICS codes associated with the company 7) Business Classification / Socio-Economic Status under NAICS Code 541519 8) DUNS and CAGE Code Number; 9) Identify contracts your company has been awarded under NAICS: 541519, Other Computer Related Services, at a minimum, please include - Contract Number, Contract Vehicles, Contract Award Amount, and Period of Performance. 10) Contract vehicles that would be available to the Government for the procurement of these services to include General Service Administration (GSA) Schedules, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle.
