- The Naval Sea Systems Command (NAVSEA) intends to award a sole-source modification to Bath Iron Works (BIW), 700 Washington Street, Bath, ME 04530 under Contract N00024-11-C-2306. The Cost-Plus-Fixed-Fee (CPFF) modification will provide post hull, mechanical, and electrical (HM&E) delivery support for DDG 1001, including, but not limited to: shore support between HM&E delivery and sail away; sail around support activities; industrial work in support of ship operations; configuration management; kitting and fabrication; 4E Specification development; and long lead time materials and spare parts procurement. The anticipated period of performance for shore support between HM&E delivery and sail away, sail around support activities, industrial work in support of ship operations, and associated configuration management is from December 2017 through arrival of DDG 1001 in the homeport (San Diego, CA). The anticipated period of performance for kitting and fabrication, 4E Specification development, and long lead time materials and spare parts procurement is from December 2017 through June 2018. BIW is the only source with first-hand knowledge and experience in all aspects of the design, construction and completion of DDG 1001. BIW possesses all current as-built construction drawings and build specifications for the DDG 1001. No other firm is capable of fulfilling the Navy's requirements for the described post-HM&E delivery support within the timeframes and schedule required by the Navy. Therefore, the contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all expressions of interest received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
