This document includes all questions and answers that were received from the interested parties at the process demonstration on 3 October 2017. Attached are questions and answers received from interested parties at the process demonstration at Gradient Technologies on 3 October 2017 and pictures of the equipment discussed. Based on the information provided by the U.S. Government regarding the potential procurement for the demil and disposal of various Navy Projectiles and Cartridges, we request input on the following questions: 1. Would your company prefer the U.S. Government to include the equipment that was demonstrated at Gradient Technologies on 3 October 2017 for your use during performance of this contract? This equipment would be offered as Government Furnished Property (GFP) and all applicable clauses would apply, to include, but not limited to, FAR 52.247-55, DFARS 252.211-7007, and DFARS 252.245-7001. The rental charge shall be calculated in accordance with FAR 52.245-9(e)(3). 2. As briefed at the Industry Day on 07 June 2017 the U.S. Government intends include three CLIN Groups in the possible solicitation to all be awarded at the same time. If a contractor would be the successful awarded for more than one CLIN Group they would be expected to complete ALL awarded CLIN groups within the same period of performance which is typically 12-18 months after award date. The following CLIN Groups are intended to be included in the possible solicitation: CLIN GROUP 1: 16 inch Projectile CLIN GROUP 2: 3 inch Cartridge 90 mm Cartridge 6 inch Projectile 8 inch Projectile CLIN GROUP 3: 5 inch Projectile The Government is contemplating restructure of the solicitation to allow two, SEQUENTIAL closing dates and awards. For instance, the U.S. Government would request/evaluate proposals and award contracts(s) for the demil of entire quantity of the assets under CLIN GROUPS 2 and 3 at one-time, upfront buy. Then, at a later date (approximately 6-9 months later), the U.S. Government would request/evaluate proposals and award contract(s) for the 16-inch projectiles in CLIN Group 1 with later deliveries. Would this action benefit/burden your company? If so, please provide your rationale to include potential impact (in general terms) to your overall, aggregate proposal in terms of cost, schedule, or performance. Also provide any concerns/recommendations you might have. Please have responses submitted to Bridget Kramer (Bridget.L.Kramer.civ@mail.mil) no later than 3:00PM CT on 13 November 2017.
