****N6247317R3411 IS REPLACED BY THIS NOTICE DUE TO FISCAL YEAR NUMBERING CHANGE.**** The Department of the Navy, Naval Facilities Engineering Command ( NAVFAC) Southwest, Central Integrated Product Team, San Diego, CA intends to issue a Solicitation Request for Proposal (RFP) for a Firm Fixed Price contract for P-192: Potable Water Treatment/Blending Facility. The requirement is located at MCAGCC Twentynine Palms, CA. This procurement will use the two-phase design-build selection procedures and consists of one (1) solicitation covering both phases. Source Selection procedures will be used with the intent to award a firm- fixed price construction contract to the responsible Offeror whose proposal, conforming to the Request for Proposal (RFP), is the most advantageous and offers the best value to the Government. The Scope of work for project P- 192 is to design and build a potable water treatment/blending facility to treat and blend groundwater obtained from existing aquifers at the installation. The project will include three groundwater production wells, 3 MG - ground level water reservoir, evaporation ponds, water transmission lines, and pump control buildings. Project also includes all pertinent site improvements, site preparations, service roads, mechanical, electrical and telecommunication utilities, emergency generator, drainage, parking, security fencing, and exterior lighting. Mechanical utilities will include water supply lines, water transmission lines, septic tank and drain field, compressed air, cooling air systems, fire protection water distribution, sanitary sewer, and storm sewer systems. Electrical utilities include primary and secondary distribution systems, telecommunications infrastructure, SCADA, fiber optic cable and cyber security. The North American Industry Classification System ( NAICS) code is 237110, and the annual size standard is $36.5 million. The estimated price range for design and construction is between $25,000,000 and $100,000,000. The Government intends to evaluate proposals without discussions. Selection for award may be based on evaluation of the following: Phase I: Factor 1 “ Technical Approach, Factor 2 “ Experience, Factor 3 “ Past Performance; Phase II: Factor 4 “ Safety; Factor 5 “ Technical Solution, Factor 6 “ Small Business Utilization, Factor 7 “ Price The Phase I evaluation will result in a determination of the most highly qualified Offerors. These Offerors will be requested to submit a Phase II proposal. A maximum of f ive (5) Offerors will be selected to submit a Phase II proposal. This is not a Solicitation RFP. The Solicitation RFP will be issued under solicitation number N62473-17-R- 3407 and is expected to be posted on the Navy Electronic Commerce Online (NECO) at https://www.neco.navy. mil on or about August 29, 2017. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. No hard copies will be provided. IT IS THE CONTRACTORS RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. Prospective Offerors MUST register themselves on the website. Plan holders lists will not be faxed and will be available only at the website listed above. A Market Survey was conducted by Sources Sought Announcement on December 15, 2016 posted on NECO/FedbizOpps seeking availability and capability of qualified and eligible businesses in the Small Business Programs. As a result of the market research analysis, the Government is not confident that there are a minimum of two verified, capable, small business contractors in any socio-economic program available to perform the construction services for this project. On 10 May 2017, the U. S. Small Business Administration concurred with the unrestricted, full and open competition determination. Large business concerns are required to submit a subcontract plan prior to award of the contract. THIS IS AN UNRESTRICTED COMPETITIVE PROCUREMENT IN ACCORDANCE WITH FAR SUBPART 6.1 FULL AND OPEN COMPETITION.
