The Mission and Installation Contracting Command - Fort Hood, Texas on behalf of the U.S. Army Operational Test Command (USAOTC) has a requirement to provide non-personal services to support the operational test, mission of the USAOTC to include Joint and Multi-Service tests, and other DOD activities. The Contractor shall be required on an intermittent basis to perform administrative, field test support, data collection, data base management, data entry, technical input for test report preparation in support of combined Developmental and Operational Test support. This acquisition will be issued as a 100% Small Business Set Aside. The North American Industry Classification System (NAICS) is 561210 Facilities Support Services. The size standard is $38.5 million. The anticipated performance period is a five-year single award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The anticipated contract type is Cost-Plus-Fixed-Fee (CPFF). As part of this notice, the Government is providing a DRFP for industry comment; however please do not submit comments until 15 November 2017. The deadline for industry to submit comments is no later than 28 November 2017. The Government is seeking feedback from industry on all parts of this DRFP. Feedback in response to the DRFP shall be submitted by email using the subject line "USAOTC Test Support Contract Draft RFP Feedback". Each subject shall reference the specific RFP Section in questions or comments, for example, "Section C.5.1.2 states...," and all feedback shall be directed to Mr. Joshua Barbero at joshua.p.barbero.civ@mail.mil and Mr. Worner Heath at worner.o.heath.civ@mail.mil. The Pre-Solicitation/Industry Day will be held on November 15, 2017 beginning at 8:00 AM in building 91010 on West Fort Hood, Texas. An agenda will be provided at the conference. The purpose of the conference is to provide information on the mission and operations of the USAOTC and to give potential respondents an opportunity to seek clarification on the performance based work statement and other provisions of the DRFP. Offerors desiring to participate in the pre-solicitation conference are required to pre-register by emailing joshua.p.barbero.civ@mail.mil and worner.o.heath.civ@mail.mil not later than close of business on 10 November 2017. Responses to industry day participation shall be submitted by email using the subject line "USAOTC TSC Industry Day". Offerors are required to follow-up with a list of attendees to include name, title, company name and telephone number. Lists may be e-mailed to joshua.p.barbero.civ@mail.mil and worner.o.heath.civ@mail.mil. Attendance is limited to four (4) individuals per offeror.
