- Additional applicable clauses Evaluation factors SOW Solicitation Number: 70FA2018Q00000008 Notice Type: Combined Synopsis/Solicitation a. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. b. The solicitation number is 70FA2018Q00000008 and is issued as a Request for Quotation (RFQ). Under this requirement, Federal Emergency Management Agency (FEMA) intends to award a commercial, Firm Fixed Price (FFP) contract. c. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The applicable North American Industry Classification Standard (NAICS) code is 721110. The small business size standard is $32.5M. This is an unrestricted acquisition, as two or more small businesses that could provide these services was not identified. d. FEMA intends to purchase the below contract line items: CLIN Description of Supplies/Services Quantity Unit Price (per night) Total Price 0001 Firm Fixed Price - Hotel Rooms (Single Occupancy) Week: 11/5/17 - 11/18/17 (13 nights) 120 0002 Firm Fixed Price - Hotel Rooms (Single Occupancy) Week: 11/12/17 - 11/18/17 (6 nights) 20 e. Description of requirements for the items to be acquired: Federal Emergency Management Agency (FEMA) has a requirement to acquire hotel rooms for up to a total of 140 rooms within the period of performance. The lodging is needed for Federal personnel training in Emmitsburg, Maryland and deploying to assist in Hurricane Harvey and Irma recovery operations. The period of performance is November 5 - 18, 2017. See attached Statement of Work (SOW) for additional details. f. Delivery, Inspection, Acceptance and FOB Point - N/A. g. The provision at 52.204-19 Incorporation by Reference of Representations and Certifications, applies to this acquisition and is incorporated by reference. b. The provision at 52.209-2 Prohibition on Contracting with Inverted Domestic Corporations-Representation, applies to this acquisition and is incorporated by reference. c. The provision at 52.209-10, Prohibition on Contracting with Inverted Domestic Corporations, applies to this acquisition and is incorporated by reference. d. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and is incorporated by reference. e. FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition and paragraph (a) is completed as follows: The Government will award a contract resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical; (2) Price. The Government intends to award a single or multiple commercial purchase order(s) resulting from this solicitation to the lowest priced, technically acceptable responsible offeror(s). If multiple purchase orders need to be awarded, then the cluster of hotels located near each other would be the primary factor in determining the awards. The factors identified above will be the evaluation factors used to evaluate all offers received. Quotes must be specific in details and clearly identify all the government requirements. f. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items, with their offer. Also in accordance with the clause, all prospective offerors must be actively registered in the System for Awards Management (SAM) prior to award. g. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition and is incorporated by reference. h.
