Insights Discovery Sources Sought NAICS Code: 611430 Synopsis Introduction The U.S. Army Contracting Command-Redstone (ACC-RSA) issues this sources sought notice as a means of conducting market research to identify potential sources licensed to administer Insights Discovery Personal Profile assessments and who can conduct supervisor/employee relationship training at all Army acquisition workforce grade levels so as to enhance supervisory soft skills development. The program's curriculum shall focus on the utilization of the Insights Discovery principles to enhance supervisory leadership effectiveness, workplace communication skills, team effectiveness, and workforce development/goal setting. The result of this market research will help determine the method of procurement, if a requirement materializes. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. Program Background The Program Executive Office Missiles and Space previously conducted Insights Discovery training as part of an Army Acquisition supervisor/employee relationship and career development training pilot. This pilot included instruction on the four color energies, group and one-on-one instruction of individuals' assessment results, leadership skills and how to improve communication with others by identify their color energies. The pilot was further developed to focus on how supervisors, teams, and individual employees can utilize their knowledge of the color energies to improve their personal, professional, interpersonal, and team effectiveness. Additional sessions included instruction on how to best apply these principles in an Army Acquisition- specific environment and how these principles can be utilized to optimize career goals and career development at all levels (employee, team lead, supervisor, and executive). Required Capabilities The Program Executive Office Missiles and Space will continue the leadership program in Fiscal Year (FY) 18 through FY21. The program shall consist of multiple levels of training to be held in Huntsville, AL. The training program shall include thirty (30) sessions of supervisor and employee relationship training whereby the Insights Discovery Personal Profile assessments are administered and instruction is given on how to utilize the principles to set career goals and improve team effectiveness in an Army Acquisition environment. These sessions shall last no longer than three (3) days and accommodate twenty-four (24) students each. The training program shall include fifty (50) one-hour, individual sessions to be held with Army Acquisition executives. These individual sessions shall include the Insights Discovery Personal Profile assessments and personalized instruction on utilizing these principles to improve communication in the workplace. The training program shall include sixteen (16) sessions targeted to Army Acquisition supervisors. These sessions shall focus on utilizing the supervisors' Insights Discovery Personal Profile assessments and Insights Discovery Full Circle 360 Profile assessments to enhance their ability to develop others and improve their day-to-day working relationship with employees. These sessions shall last no longer than two days and accommodate fourteen (14) students each. The training program shall include twenty (20) sessions for teams. These sessions shall be for working teams and focus on utilizing their Insights Discovery Personal profile and a customized Insights Discovery Team Wheel. They will strategize specific ways to improve their day-to-day working relationships and team performance. The size of these sessions will vary according to the team but should not exceed twenty (20) students and should be no longer than two days. The training program shall include twenty (20), one-hour sessions for thirty (30) students each to discuss the work-related topics in which students can apply knowledge from their Insights Discovery Personal Profile assessments. Topics can include but shall not be limited to stress management, conflict resolution, diversity and inclusion, problem solving, customer relations, and other work-related topics. The training program shall also include four (4) train-the-trainer sessions for twenty (20) students each in which they will be instructed on how to administer and conduct the Program of Instruction (POI) for the training levels specified above. Interested parties shall provide evidence that they are a Licensed Practitioner of the Insights Discovery and accredited to facilitate and deliver the Insights Discovery solutions and materials. Interested parties shall conduct course surveys and utilize other survey methodology to calculate the program's Return on Investment (ROI) in accordance with industry and Army standards for congressional reporting. General Information: PZI International Consulting, Inc., an economically disadvantaged women-owned business, was the designer and administrator of the pilot program. PZI is the only known source of Insights Discovery material that has been customized to the Army Acquisition Workforce. Firms are encouraged to seek Source Approval Requests (SAR) in order to become an approved source by submitting documentation in accordance with the Competition Advocate's Shopping List procedures. Special Requirements : Insights Discovery Licensed Practitioner, Return on Investment (ROI) Institute certification, and knowledge of Army Acquisition career management tools. Eligibility The applicable NAICS code for this requirement is 611430. Submission details Interested businesses should submit a brief capability statement package (no more than ten (10), 8.5 X 11 inch, pages with font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email questions in regard to the status of this requirement will be accepted prior to the release of the RFP. If your organization has the potential capacity to provide the required trainings, please provide the following information: 1) Organization name, address, CAGE Code, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
