- T-AGOS RFI PURPOSE: This is a Request for Information (RFI) notice only. This is not a Request for Proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract, or order. This RFI is for informational planning purposes and it is not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. This RFI does not commit the Government to contract for any supply or service. The Government will not pay for any effort expended or any material provided in response to this announcement. All costs associated with responding to this RFI are solely at the responding parties' expense. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this RFI. Responses to this RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. Specific responses to this RFI will not disqualify a party from, or impact the ability of that party to participate in, a future procurement, if any. DESCRIPTION: The Naval Sea Systems Command (NAVSEA) is hereby issuing an RFI on behalf of the Support Ships, Boats, and Craft Program Office (PMS 325) to assist in informing the procurement phase for the Auxiliary General Ocean Surveillance Ship (T-AGOS(X)). T-AGOS(X) will recapitalize the existing ship capability of four T-AGOS 19 class and one T-AGOS 23. T-AGOS is the host platform for the Surveillance Towed Array Sensor System (SURTASS), a Navy acquisition program of record (POR) managed under Program Executive Office (PEO) SUBS. It is comprised of active and passive sonars, and command, control, communications, computer, and intelligence (C4I) systems to deliver tactical mission data. SURTASS production hardware will be procured to outfit the replacement ships (outside this planned contract activity). The ship will normally operate independently as the mobile component of the Integrated Undersea Surveillance System, in conjunction with other fleet assets. T-AGOS(X) is intended to be a Small Waterplane Area Twin Hull (SWATH) larger than T-AGOS 23 with the following capabilities: •· Designed to American Bureau of Shipping (ABS) Steel Vessel Rules (SVR) with USCG Certificate of Inspection (COI) and comply with other regulatory body requirements such as MARPOL and SOLAS. Expected Service Life: 40 Years. •· Sustained Speed: Navy is investigating a speed range of 12 knots up to 20 knots. •· Seakeeping: mission performance including deploying and retrieving acoustic system through SS 6 all headings; best heading through SS 7; survive through SS 8. •· Radiated Noise Limits: Strict requirements for machinery quieting and propeller cavitation. •· Support SURTASS (currently TL-29A twin line passive array and Compact Low Frequency Array (CLFA) mission equipment.) •· Permanent Accommodations: 59. •· Notional displacement: 5,300 - 6,500 LT. •· Notional Ship Size (SWATH): Length - 278-325 ft., Beam - 97 ft., Draft - 27 ft. NAVSEA contemplates awarding multiple contracts for shipyard support of the Navy led Preliminary and Contract Design in Fiscal Year 2019. The T-AGOS(X) is anticipated to be a Government design. A Request for Proposal (RFP) for lead ship Detail Design and Construction (DD&C) with options for four to six follow ships is anticipated in Fiscal Year 2021 with award in Fiscal Year 2022. INFORMATION SOUGHT: The Navy is requesting information from US shipyards interested and capable of constructing the notional SWATH ship described above. Interested parties are free to submit any information which may assist the Navy in its market research. Information of interest includes: •· Design and engineering capability, whether in-house or subcontracted, including design of noise quieted SWATH ships up to 20 knots; •· Description of construction facilities and projected workload, a yard plan which includes available build position capable of handling the notional SWATH ship, transition and launch process from build position(s), producibility considerations for SWATH ships, and whether the facility has the capacity to build two or more of the notional SWATH ships at the same time; •· Previous contracts and experience for DD&C of ships of similar size and complexity, particularly hull form, structures and noise quieting. The papers should also include the following minimum information: •· Name and address of the respondent •· Point of contact including name, title, phone and e-mail address •· Solicitation number •· Size of the respondent's company, average annual revenue for the past three years and the number of employees. •· Respondent's interest in potentially bidding any solicitations related to this program. •· Prior experience with SWATH design and production. •· Risk areas and recommended mitigation activities NAVSEA should consider in its acquisition planning. It is desirable that data be received with unlimited rights to the Government. Nevertheless, we recognize that proprietary data may be included with the information provided. If so, clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum. Unless expressly approved by the respondents, properly marked information submitted will not be disclosed or shared with other respondents or industry representatives. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. Responses should be limited to 25 pages or less (not including any drawings, specifications, or other documents to demonstrate technical capabilities). A detailed proposal is not requested. Submissions should be sent by electronic mail to paul.conroy@navy.mil with a CC to rana.s.movahed@navy.mil. The response file shall be in PDF format, with file name including the Solicitation number and your company name. Responses are requested by November 30, 2017. Submissions may be accepted after this date, but feedback may not be as timely or contribute to NAVSEA's strategic planning.
