36C10G18Q0067 SOURCES SOUGHT NOTICE DESCRIPTION: The Veterans Health Administration (VHA) Non-Expendable Equipment National Program identified Gaseous Plasma Sterilizing Units as a candidate for VHA-wide (otherwise referred to as national ) single award Requirements contract. The Department of Veterans Affairs (DVA) Office of Acquisition Operations (OAO) Strategic Acquisition Center (SAC) on behalf of VHA is issuing this Sources Sought Notification as a request for information in accordance with the Federal Acquisition Regulation 15.201(e) to determine the availability and technical capabilities of qualified sources. VA intends to award a Requirements Contract with Firm-Fixed Price (FFP) orders in accordance with FAR 16.503, Requirements Contract to a supplier of this equipment. The SAC in conjunction with VHA is seeking a qualified source to provide Johnson & Johnson Brand Name or Equal Gaseous Plasma Sterilizing Units on an agency wide basis. Vendors will be required to deliver Gaseous Plasma Sterilizing Units to VHA facilities throughout the United States, U.S. Territories, Guam, and the Philippines. Delivery requirements shall be specified under each individual order. The proposed acquisition will consists of a 12 month base period and two (2) 12 month option periods from the date of award to include all CLINs listed in this Notice. However, the Government's decision as to whether or not to continue with the contract, upon annual review, will be based upon successful performance during each previous year and continued need. The applicable North American Industry Classification System (NAICS) code is 339113, Surgical Appliance and Supplies Manufacturing. All interested Offerors must be registered in the System for Award Management (SAM) prior to receiving an award. You may access SAM at https://www.sam.gov/portal/public/SAM/. All Offerors must be certified with the appropriate NAICS code on Vendor Information Pages at https://www.vip.vetbiz.gov/. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a Sources Sought synopsis only. Questions shall be submitted by email to Catalin.Parfenti@va.gov. This notice is for planning purpose only and does not constitute a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. This Sources Sought is part of a continuous process for obtaining the latest information on the commercial status of the industry with respect to their current and near-term abilities. The information provided herein is subject to change and in no way binds the Government to solicit for, or award, a competitive contract. It is emphasized that this is a notice solely for planning and informational purposes. REQUESTED INFORMATION: Vendors are encouraged to respond if they have the capability and capacity to provide Johnson & Johnson Brand Name or Equal Gaseous Plasma Sterilizing Units which meet all of the salient characteristics. However, be advised that generic capability statements are not sufficient for effective analysis of respondents' capacity and capability to provide the required product. If your company has an interest in responding to the requirement described above, please provide the following: Corporate Capability Statement Information: Corporate Capability Statement; demonstrates capabilities, knowledge and experience related to the Gaseous Plasma Sterilizing Units described above (please detail if capability exists to meet each spec listed). If significant subcontracting or teaming is anticipated in order to deliver technical capability and scale, organizations should address the administrative and management structure of such arrangements. o Provide a summary of your company s relevant experience in providing solutions that provide quick (real time) response to what if scenarios when schedule, technical changes, and financial changes occur with the program. o Demonstrate ability to provide a significant increase or decrease of support (e.g., rapidly identify, equip and employ resources to support the Government in the event of an immediate surge or reduction in requirements). Responses shall be: o Identified with the Source Sought Number; and include: Company s name, CAGE code, mailing address, e-mail address, telephone and fax numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. Also please include Small Business designation if applicable. o Interested parties shall submit a Corporate Capability Statement not exceeding 10 single-sided, type-written pages using 10-point type or larger. o The page limit does not apply to advertising material such as company brochures and catalogs. If there is any information you deem proprietary, please mark accordingly. o SUBMISSIONS ARE DUE NOVEMBER 13, 2017, by 3:00 PM EST. All responses under this Source Sought must be emailed to Catalin.Parfenti@va.gov. SCOPE: The scope of this effort falls in line with VA s mission, goals, and objectives in support of providing Veterans care. Gaseous Plasma Sterilization (also known as Sterilizing Units) Units are designed for total inactivation of microorganisms that are or may be present on medical devices using vapors or gases in plasma state, a form of matter that includes electrons and positive ions usually resulting from the application of a strong electromagnetic (e.g., radio frequency) field. These units usually include a treatment (frequently vacuum) chamber with shelves on which the devices to be sterilized are placed, usually after being cleaned of gross debris and then packed; means to introduce the vapor (e.g., hydrogen peroxide, H2O2) into the chamber; electrodes that are activated to convert the vapor to plasma; a radio-frequency generator; and controls to start/stop automated cycles of the procedure. After the sterilization cycle is complete an integral evacuation system to eliminate the residues (water and oxygen when using H2O2) is usually activated. Plasma sterilizing units are available in a variety of shapes and sizes in both stand-alone (bulk) and tabletop models; they are used for devices and supplies that are sensitive to high temperature and humidity (e.g., devices and supplies that include plastic and/or rubber components). Sterilizing Units are used to sterilize a wide range of instruments efficiently, with no toxic residues. This requirement will be IAW FAR clause 52.211-6, Brand Name or Equal which requires that the offeror indicate each product that is being offered as an equal product. For each equal product, the offeror must include a description reflecting the characteristics and level of quality that will satisfy the salient physical, functional, or performance characteristics of the equal product(s) specified in the solicitation. The offeror also must clearly identify the item by brand name (if any) and make/model number. Finally, the offeror must include descriptive literature, such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the contracting officer, and clearly describe any modifications it plans to make to a product to make it conform to the solicitation requirements. See attachment for Contract Line Item Numbers along with Salient Characteristics, P/N and description which will be in the proposed solicitation. DISCLAIMERS: The VA will evaluate market information to ascertain potential market capacity to: 1) Provide the commodity consistent in scope and scale with those described in this notice and otherwise anticipated; 2) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) Implement a successful project management plan that includes: compliance with delivery schedules; and meeting the rigid listed specifications.
