- This is a five-year, Indefinite Delivery, Indefinite Quantity type Contract for the procurement of Torque Wrench, 1" Drive Adjustable Click Type (200-1000 ft-lb), part number (P/N) QD5R1000A, with a minimum quantity of 17 and maximum quantity of 60 over the 5-year period. This torque wrench is available through Snap-On Industrial and their resellers. This is a limited competition, P/N procurement. This torque wrench will be used specifically for torqueing the rotor head mast nut to a torque of 750-800 ft.-lbs. on the MQ-8C Unmanned Aircraft System (UAS). This torque wrench, P/N QD5R1000A, was designed and developed by Snap-on Industrial at their own expense for commercial sales. This torque wrench is part of the NAVAIR tool control program for the MQ-8C tool boxes and is listed by part number in the tool control manual. It also has a customized space in the layout of tools within each tool box. Any change in vendor, part number or item would require new tool control manuals and tool box layouts. Furthermore, this torque wrench is a calibrated item and Navy calibration procedures are already in place. This torque wrench is already supported by NSWC Corona and is listed in METRL. Selection of any other torque wrench may require creation of new Instrument Calibration Procedures by NSWC Corona and a new record in METRL.
