- Solicitation Clauses and Provisions Performance Work Statement for airlift support. Limited Sources Justification and Approval (J&A) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA487718Q0051 is issued as a request for quotation (RFQ). This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2005-95, Defense Circular Number 20161222, and Air Force Acquisition Circular 2017-1003. This procurement is being issued as a total small business set-aside. The North American Industry Classification System Code is 481219 with a size standard of $15.0 Million or less. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. The contractor shall provide the following Contract Line Item Number (CLIN): CLIN 0001 - (181 HRS) Airlift Support IAW the attached Performance Work Statement Period of Performance: 4 December 2017 - 28 October 2018. Quotes must match the above format. SEE ATTACHED PWS FOR ADDITIONAL INFORMATION, TO INCLUDE SCHEDULE AND REQUIRED AIRCRAFT. SEE ATTACHED JUSTIFICATION AND APPROVAL (J&A) FOR LIMITED SOURCES. OPERATORS AND AIRCRAFT MUST BE DoD CARB APPROVED VIA THE PARATROOP COMMERCIAL OPERATOR LISTING. SEE ATTACHED FOR ALL APPLICABLE CONTRACT CLAUSES AND PROVISIONS QUOTES WILL BE EVALUATED ON TECHNICAL ACCEPTABILITY AND LOWEST PRICE Any questions pertaining to this acquisition shall be submitted in writing no later than Friday, 3 November 2017 by 4:00 PM Arizona Local Time. Written questions shall be sent to 1Lt Benjamin Persian at benjamin.persian.1@us.af.mil and SSgt Ryan Keller at ryan.keller.2@us.af.mil. NO questions will be considered after the questions due date. Questions will be addressed no later than Tuesday, 7 November 2017 by 2:00 PM Arizona Local Time. It is the responsibility of the offeror to view the website for any changes or amendments to this RFQ. Quotes will be due to the 355th Contracting Squadron, 3180 S. Craycroft Rd. Davis-Monthan AFB, AZ 85707, via email Friday, 10 November 2017, 2:00 PM, Arizona Local Time.
