- Atch 1 Draft SOW PRE-SOLICITATION NOTICE The Army Contracting Command, APG Division E, Tobyhanna Branch, Tobyhanna, PA 18466, intends to solicit and award a firm fixed-price, five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) supply contract with the option of extending six months, if required, for the acquisition of pre-snow event liquid road treatment, road deicing treatment and sidewalk deicing bag salt treatment. This is 100% small business set-aside under NAICS Code 325998, size standard 500. This notice of intent is not a request for competitive proposals. Solicitation will be in accordance with FAR Part 12, Acquisition of Commercial Items, FAR 16.5-Indefinite-Delivery Contract and FAR Part 13.5, "Simplified Procedures for Certain Commercial Items" and therefore will utilize simplified procedures for soliciting competition, evaluation, award documentation and notification that comply with FAR 13.1. This is a five (5) year IDIQ contract with the option of extending six months, if required, for guaranteed minimum quantities and maximum allowable quantities (see each item for guaranteed minimum and allowable maximum quantities). An order for the minimum quantity of each item will be placed at time of award. However, the Government reserves the right to defer any shipment(s) to accommodate for storage capacity limitations. Primary delivery requirement is during the winter season months. Delivery Orders for additional quantities may be made throughout the life of the contract up to the maximum allowable quantities. However, subsequent Delivery Orders beyond the minimum quantities of each deicer are not guaranteed. Deicing Treatments: The following deicing treatments are required: a. Pre-snow event liquid road deicer: GEOBLEND M36 liquid roadway deicer or equal brand made up of 90% magnesium chloride and 10% Agricultural-based derived corrosion inhibitor and that performs in temperatures down to at least -10 degrees Fahrenheit and endure for a minimum of 36 hours. Delivery would need to be received per tanker. Pre-Snow Event Liquid Road Deicer: minimum quantity: 4,500 gallons; maximum quantity: 440,000 gallons b. Road deicing treatment: Product must contain Sodium Chloride, Type 1, Grade 1 that meets the American Association of State Highway and Transportation Officials (AASHTO) M143 and American Society for Testing and Materials (ASTM) D632 standards and that performs in temperatures down to at least -10 degrees Fahrenheit. Sodium Chloride with Liquid Magnesium Chloride / Organic Based Performance Enhancer. Anti-Cake, Storite Compound shall be introduced uniformly throughout the Sodium Chloride at such a rate that a minimum of 20-PPM of the anti-caking compound shall be present. Delivered salt required to be pre-mixed with Molasses. Road Deicing Treatment: minimum quantity: 700 ton; maximum quantity: 44,000 ton NOTE: All deliveries must be made by a tandem or tri-axle dump truck. Frameless trailers are prohibited. c. Sidewalk bag salt: Product contains less than 50% sodium chloride. May contain calcium chloride, magnesium chloride, calcium magnesium acetate or a combination of these. It melts ice at a practical temperature -10 Degree Fahrenheit or less. 40 pounds per bag. All deliveries will be unloaded by Government personnel. Sidewalk Bag Salt: minimum quantity: 500 each (40 LB bags); maximum quantity: 13,476 each Preferably, all types of the deicing materials shall be environmentally friendly materials but use of industry solvent mix standards is acceptable. A Material Safety Data Sheet (MSDS) is required for all deicing treatments. Material data sheets will indicate the performance characteristics to include temperatures at which the product will effectively melt snow and ice, expected endurance of materials, rates of application necessary to meet described performance. Evaluation and award will based on the best overall (i.e., best value) proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the three (3) evaluation factors: Technical, Past Performance and Cost/Price. Cost/Price and the Performance Confidence Assessment Rating (Past Performance) is represented as approximately equal in importance. To receive consideration for award, a rating of no less than "Acceptable" must be achieved for the Technical factor (to include all elements). Offerors are cautioned that an award may not necessarily be made to the lowest priced offer. The following draft document is attached and may be updated, revised or changed throughout the Solicitation period. The Government is not responsible for any costs incurred for contractor's time or materials expended in preparing information/response to this Pre-Solicitation Notice and any subsequent Solicitation. -Draft Statement of Work (SOW) (Atch 1) This will be a brand name or equal requirement. All equal brands proposed will require an item specification sheet with proposal for pre-award technical evaluation as well as Point of Contact information. As part of their Technical submittals, prospective contractors shall be required to provide evidence of their firm's capability to meet the delivery timelines as stated in the attached SOW (Atch 1), MSDS forms as stated above, in addition to the Cost/Price and Past Performance Factors in order to be considered for award. There will be no Government Furnished Property/Equipment provided for this requirement. All prospective offerors must be registered in the System for Award Management (SAM) prior to award of contract with any DoD agency and found responsible in accordance with FAR Subpart 9.1 - Responsibility of Prospective Contractors. Delivery shall be FOB Destination to Tobyhanna Army Depot, Tobyhanna, PA 18466. This notice of intent is not a request for competitive proposals. Any company believing they have the capability to provide the required deicing treatments should submit their Capability Statement to the Contract Specialist identified below within fifteen (15) calendar days of this notice. Please limit your response to no more than two (2) pages. Please provide information/comments by closing date of this Pre-Solicitation Notice, 11/14/17.
