Description
Request for Information - HHS Internet Services REQUEST FOR INFORMATION "This is a Small and Large Business Request for Information Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to obtain knowledge and information for project planning purposes." This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, HHS is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. DESCRIPTION The U.S. Department of Health and Human Services (HHS) Office of the Assistant Secretary for Public Affairs (ASPA), HHS TV studio is seeking information from qualified companies for the installation and maintenance of reliable high speed internet service. This purpose of this RFI is to give qualified internet service providers the opportunity to inform HHS TV studio on the latest available technology to meet the requirements of high reliability and high upload/ download speeds in a video production environment. BACKGROUND The Department of Health and Human Services is the United States government's principal agency for protecting the health and well-being of all Americans. The HHS TV Studio produces and distributes digital media, including videos, graphics, and animations in its production and post-production workflows. These media files are transferred between production locations in the collaborative workflow and require a reliable, high speed internet connection to ensure large digital media files are able to be quickly sent and received in the process. HHS TV also uses its internet service to stream live video at multiple bit rates in support of webinars, council meetings, and other events occurring throughout the facility. a.Planned Production: There are no specifically planned productions. The supplied information from responders will help determine the type of contract to pursue. HHS TV studio currently has an internet service provider. We use the internet service to stream live video, and transfer media files as part of the production and post-production workflow. b.Delivery Period: Possible procurement within FY 2018. REQUESTED INFORMATION HHS IS SEEKING INFORMATION FROM RESPONDENTS ON THE FOLLOWING GOALS: a.Latest technology available to ensure high upload / download speeds with the ability to increase throughput without replacing terminal equipment or infrastructure, if necessary. b.Future technological enhancements to services, which may include secure storage in the cloud. c.Ability to monitor traffic in real time for utilization analysis. d.Back-up internet connection to be used in the event of primary failure or maintenance downtime. SUBMISSION INSTRUCTIONS Capability statements and responses provided must be submitted electronically via e-mail to Flora.Gomes@psc.hhs.gov no later than 12:00 Noon EST Wednesday, November 8, 2017 in the form of a "white Paper." Responses should be no larger than four (4) single spaced pages exclusive of marketing slicks or published information available at time of release of the RFI request. Page size is 8.5 x 11 inches with 1-inch margins. Text must be a minimum font size/style of 10-point Time New Roman. Tables must be a minimum front size/style of 9-point in Times New Roman. Graphics must be at minimum 8-point in Times New Roman. Phone calls or emails outside of the eBuy related to this RFI will not be accepted. Responses to this RFI should include a cover letter with the following information at a minimum: •Company Name •POC and Contact Information •Are you a Small or large Business based on North American Industry Classification System (NAICS) code 541512, Computer Systems Design Services? If a small business, please specify your Socio-economic category. •Your DUNS Number •Are you registered in SAM? •Would you need to or want to use a sub-Contractor(s)? If yes, how many? •Recommended contracting strategy Questions regarding the contents of this RFI shall be submitted via email to Flora.Gomes@psc.hhs.gov no later than 12:00 Noon EST Thursday, November 2, 2017. Phone calls will not be accepted. The Government reserves the right to respond to some, all or none of the questions that will be submitted. All submissions become Government property and will not be returned. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. CONFIDENTIALITY No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
