SYNOPSIS: Proposed RFP No. is N62473-18-R-1202. This is a sources sought notification only. This notice is for information and planning purposes only. This notice does NOT constitute a request for proposal, request for quote or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and determining sources capable of performing this service who are available in the commercial marketplace. The proposed contract will be a Firm Fixed Price, Performance-Based Service Contract for Fire Monitoring, Alarm, Sprinkler and Suppression Systems Preventive Maintenance and Repairs at Naval Support Activity Monterey (NSAM), Monterey, California. A written solicitation is the anticipated procedure to be used in awarding this contract. The anticipated award date is 1 March 2018. This notice does not constitute a Request for Proposal (RFP), nor restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The NAICS Code for this procurement is 561210 Facilities Support Services and the annual size standard is $38.5 Million. The contract term will be a base period of 1 April 2018 through 31 March 2019, plus Four Option years. Only the base period of the contract will be guaranteed. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. This contract will replace a contract for similar services awarded in 2016 for $400,000.00. Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. The proposed contract listed here is being considered as set-aside for small business (SB), however interested large businesses should also respond to this notice. All interested concerns should, as early as possible but not later than 30 days of this notice, indicate interest in the acquisition by providing to the contracting office above evidence of capability to perform and a positive statement of eligibility as a small business concern, if it is applicable. Interested parties should respond no later than 30 November 2017. WORK DESCRIPTION: The work includes, but is not limited to, provide 24 hour, 7 days per week Central Monitoring Station Services and a dedicated qualified Technician capable of providing emergency service recall response and repairs immediately or within 2 hours of notification. The Contractor shall develop, implement and provide ongoing services for a preventive maintenance program, routine maintenance and repair services on various brands of fire sprinkler systems and fire alarm systems, commercial kitchen vent hood fire suppression system, and the capability to provide backflow testing of 20 fire hydrants on a 5 year cycle. Prime contractor shall be responsible for all maintenance and repair services performed under the contract. Prime contractor is responsible for self-performing the work or locating appropriate subcontractors capable of performing the work on systems that may be proprietary in nature. Contractor is responsible for maintenance and repair of all systems to include proprietary systems. Prime contractor is responsible for ensuring proper workmanship and equipment is utilized by subcontractors performing work on all NSAM systems when the contractor is not otherwise certified to work on such systems. It is critical that the contractor has the capability to service the types of fire alarm systems and equipment shown on the attached list. There are approximately 50 buildings at 4 locations related to the NSAM Base that include either Fire Sprinkler or Fire Alarms. The 4 locations are in very close proximity to the Base. There are several different manufacturers equipment installed in the various locations, but the majority of systems are Fire Lite Brand. Eighteen (18) of the FACPs are proprietary system panels. The prospective contractor must provide inspection, testing, maintenance and repair for all installed fire protection systems. The North American Industry Classification Standard (NAICS) Code for this procurement is 561210 with a small business size standard of $38.5 million. The solicitation will be available on or about 27 December 2017 in electronic format only and will be posted on the Navy Electronic Commerce Online (NECO) website at https://www.neco.navy.mil/. Estimated proposal due date shall be approximately 30 days after the solicitation is posted. Notification of any updates or amendments to the solicitation will be posted on the NECO website. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR UPDATES. The Government will not provide hard copies, facsimiles or CD-ROM copies or Plan Holder Lists. All prospective contractors are required to be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM/. Interested parties must have direct experience providing Fire Systems preventive maintenance tasks and associated repairs required to ensure proper operation of all Fire Protection Systems at NSAM.
