Description
The Air Force Research Laboratory Det 8/RVKVS, Contracting Office in Kirtland AFB, NM, intends to issue a firm-fixed price contract award for a two-year service contract to University of California, Davis, Crocker Nuclear Laboratory, to provide for radiation beam time for testing on infrared materials and detectors. The authority for this award to the University of California, Davis, Crocker Nuclear Laboratory, on a sole source basis is pursuant to the authority of FAR Part 6.302-3, Industrial mobilization; engineering, developmental, or research capability; or expert services. This announcement constitutes a Sources Sought Synopsis (market survey). Supporting evidence must be furnished in detail to demonstrate the potential sources capabilities to perform to the exact technical specifications listed below for the requirement for radiation testing on infrared materials and detectors. Responses received will be evaluated, however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. The information submitted in response to the Sources Sought Notice will not be utilized to determine vendor standing in any future/potential Request for Quote/Request for Proposal, nor will it be utilized to determine if a vendor is qualified to submit a Request for Quote/Request for Proposal for any future/potential requirement. The notice and the information received shall not be used to determine how well respondents can perform a requirement, which can only be evaluated in response to a solicitation. Vendors will not receive formal notification or feedback on any information submitted in this Sources Sought request. All future/proposed submissions/solicitations requirements solicited on a Government Point of Entry will be evaluated independent of any information submitted in response to this Sources Sought Notice. No vendor will be provided information on solicitations issued on a Government Point of Entry based on this Sources Sought request. This Sources Sought Notice is relative to the NAICS code 541715. The Small Business size standard for this NAICS code is 1,000 Employees. All firms/entities are invited to answer this market survey to determine market capabilities. Kirtland Air Force Base, NM is conducting market research to determine the existence of potential sources to provide: Technical Specifications: The Air Force Research Laboratory (AFRL), Space Vehicles Directorate, Advanced Electro Optic Space Sensors (AEOSS) program at Kirtland Air Force Base performs radiation testing on the state-of-the-art of III-V superlattice (SL) and HgCdTe (MCT) infrared materials and detectors for mid-wavelength infrared (MWIR) Launch Detection (LD) and Missile Warning (MW), Intelligence, Surveillance, and Reconnaissance (ISR), and Space Situational Awareness (SSA) Air Force applications. To qualify these detectors and focal plane arrays (FPAs) for space operation, they must be verified in a simulated space environment that includes radiation such as gamma rays, high-energy protons, and heavy ions. Such testing is performed by AEOSS before launching these FPAs into space where they are expected to survive and perform for several decades. The AEOSS group characterizes and qualifies the performance of the state-of-the-art infrared detectors and FPAs for operation in space. The primary objective is to conduct high-energy proton irradiation experiments on FPAs, single element detectors, and material samples in as timely and cost efficiently a manner as possible. This task will service a series of R&D and programs of record (PoRs) across the AF and national security space community in general. To accomplish this task, the following requirements must be met. Specifically: 1. The proton beam is continuous, not pulsed, and can provide protons with energies up to 63 MeV with a maximum flux of 1x10 10 protons/cm 2 /s. Such high energies, i.e. 63 MeV, are required to simulate the space environment and to provide uniform damage throughout the devices being tested. A pulsed beam or lower maximum flux values are not acceptable due to the increase in experiment time. 2. The spatial distribution of the proton beam is at least 4" in diameter to allow for irradiation of large format focal plane arrays, i.e. 8k x 8k arrays. 3. The cyclotron can reach lower energies without using degraders that introduce straggle (uncertainty in the beam energy) and generate secondary particles (lower energy neutrons). Such uncertainty in the proton beam energy and the addition of low energy neutrons is not acceptable for these experiments. 4. The dosimetry system is accurate and simple to use. 5. The facility has a large working area for experimental setups, and the facility can be dedicated to AF experiments without interruptions in beam time for other users (e.g. medical treatments) during an extended 5-day experiment. Removing the experiment from the work area after beam time greatly increases the experiment time and is not an effective option for these experiments. Period of Performance: Estimated 25 Months This is not a request for quote (RFQ) or a request for proposal (RFP). Potential sources may identify their interest and capability to the requirement by providing written notification to the point of contact (POC) no later than 4:00 pm, MST, November 15, 2017.
