SOURCES SOUGHT NOTICE & MARKET RESEARCH QUESTIONNAIRE Naval Surface Warfare Center, Carderock Division (NSWCCD) Instructions to Interested Parties: This is not a Request for Proposal (RFP) and award of a contract will not be made as a result of this questionnaire. Naval Surface Warfare Center, Carderock Division (NSWCCD) is requesting assistance from commercial industry in regards to the potential for small business participation, the capabilities of large and small business entities, and standard industry practices in the preparation of soliciting an anticipated Firm Fixed Price (FFP) services-type contract. The purpose of this posting is to provide a Draft Statement of Work (SOW) and market research questionnaire for industry review/completion associated with upcoming Solicitation N00167-18-R-0001 for M241 Barge Preservation, Inspection, Repair, & Maintenance (PIRM) Services for the NSWCCD Detachment Puget Sound, Silverdale, WA. The Draft SOW is being provided to solicit comments and questions from potential offerors. The attached Market Research Questionnaire is intended to assist the Government in determining the probability of large or small business prime contractors responding to a future RFP to provide the required services. The Government anticipates making future decisions regarding the procurement process utilized for this solicitation based on comments, questions, and market research questionnaire responses received from both large and small businesses that indicate an interest and the capability to perform the required effort. The forthcoming RFP and resultant contract award associated with the requirement identified herein is anticipated to represent a FFP requirement. It is also anticipated that the award will be made on the basis of best value to the Government; taking into consideration technical capability, past performance, and cost/price. Currently, the Government intends to assign and solicit the subject requirement under North American Industry Classification System (NAICS) Code 336611 - "Ship Building and Repairing" with a corresponding Small Business Administration (SBA) Size Standard of 1,250 employees. Interested parties/potential offerors are encouraged to respond to this posting with questions and comments as soon as possible in order to allow for Government review during the acquisition strategy phase of the procurement process. All questions shall be submitted in writing to gracie.johnson@navy.mil. In addition to identifying questions concerning the Draft SOW, please complete the attached Market Research Questionnaire to the best of your ability. Return completed questionnaires to Ms. Gracie Johnson via the email address identified above. All responses to the questionnaire will be reviewed and the information will be utilized to assist the Government in making a determination regarding utilization of a Small Business/Socioeconomic Set Aside (conducted per the regulatory requirements of FAR Part 19 - "Small Business Programs"), in addition to other procurement strategy decisions. Note that no response will be provided to questions/comments submitted and respondents will not be notified of the results of the Market Research Questionnaire. All questions/comments received will be reviewed by the Government for consideration when revisions are incorporated in the SOW prior to solicitation of the formal RFP. All information will be kept confidential and will not be disseminated to the public. This Sources Sought Notice and Market Research Questionnaire are not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Please return the completed questionnaire prior to 4:00 PM (Pacific Time) on 08 November 2017, via the email address provided.
