- Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Part 15 and Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a formal written solicitation will be included as part of this submission. (SEE ATTACHED SOLICITATION). This office will not accept any telephonic, written, or faxed requests for a copy of the solicitation. It is the offeror's responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Offerors are responsible for printing copies of the RFP and any amendments. The Solicitation Number for this acquisition is W912BU-18-R-0002 and a separate attachment (SF1449) is issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-94 and 95 effective date 19 January 2017. Clauses and Provisions are available on line at HTTP://farsite.hill.af.mil. This requirement is a 100% Small Business Set-Aside under NAICS 336611, Ship Building and Repairing, size standard is 1,250 employees. The U.S. Army Corps of Engineers, Philadelphia District intends to award a firm-fixed price Job Order under a Mastership Agreement for the Repair and Alteration of Vessels for the dry-docking and repairs to the Mooring Barge 2. The offeror MUST meet the specifications as listed in the solicitation. Vessel Information: The Mooring Barge 2 is an all-steel barge. The hull dimensions are: 1) Overall Length: 260' - 2" 2) Overall Beam (without fenders): 60' - 0" 3) Overall Beam (with fenders down): 80' - 8" 4) Depth Amidships [molded]: 10' - 2" 5) Normal Draft Aft: 2' - 10" 6) Normal Draft Forward: 3' - 7" 7) Loaded Displacement: 1845 long tons 8) Bridge Clearance with tripod: 76' - 5" 9) Bridge Clearance without tripod: 42' - 11". The Mooring Barge 2 will be towed to/from the contractor's facility by the Contractor. Upon completion of the work, the vessel will be towed back to the Fort Mifflin Range in the Delaware River, and spudded down. The period of performance is for 100 calendar days after date of award. Site Visit: An inspection/site visit will be held on or about Tuesday, 7 November 2017, starting at 0900, on the barge at Fort Mifflin. Contractors who wish to visit the ship are required to contact Mr. Philip Breen at 215-656-6747 or by email at Philip.J.Breen@usace.army.mil for a site visit no later than 12:00 PM, Monday 6 November 2017. Important requirements contractors should be made aware of in advance: Prospective contractors must have, or be capable of, entering into a Mastership Agreement with the U.S. Army Corps of Engineers. Prospective contractors must also have a NAVSEA-approved dry dock/graving dock (as listed in Military Standard No. MIL-STD-1625D(SH), dated 27 August 2009), a dry-dock certified under SFLC Standard Specification 8634, or be in possession of a signed and dated certificate from a Professional Engineer stating that the dry dock facilities are capable and currently meet all of the requirements to dry dock the Mooring Barge 2. FAR Provisions and Clauses applicable to this acquisition are provided on an attached SF1449 and are incorporated in their entirety. Each offeror is required to fill out and sign the SF1449 and return a signed copy along with their proposal by the closing date and time listed. All proposals may be submitted by mail via the carrier of their choice or electronically by (3:00PM) EST on November 30, 2017 to Kecia M. Blackwell at kecia.m.blackwell@usace.army.mil. If there are any amendments to this requirement, all amendments are required to be filled out and submitted with the attached SF1449 document by the due date. All contractors are required to be registered in the System for Award Management (SAM) database before award of a contract as required by FAR 4.1102.
