- Delineated Area U.S. GOVERNMENT seeks to lease the following office space through the Automated Advanced Acquisition Program (AAAP): State: Washington City: Wenatchee Delineated Area: City Limits of Wenatchee, WA (see attached map) Minimum ABOA Sq. Ft.: 7,041.40 Maximum ABOA Sq. Ft.: 7,782.60 Space Type: Office Term: Up to 15 Years Agency Specific Requirements: See below • The offered space must have two (2) at-grade egresses. If not, 2 elevators must be provided, one of which may be a freight elevator. No portion of the offered space may be sub-grade. • No railroad tracks within 500 feet • Contiguous on one floor • No interior ramps • Space not more than twice as long as it is wide • Space is a regular shape and free of obstructions that hinder space design • Columns are no wider than 2 feet • Columns shall be at least 20' from walls and other columns. • The space must be visible or easily located from an arterial street; a signage submittal is requested to understand how the visiting public will locate the space • Employee and visitor entrances of the Building must be connected to public sidewalks by continuous, accessible, walkable sidewalks. • The primary functional entrance of the Building shall be within safely accessible, walkable 800 walkable feet of at least seven (7) instances of amenities, two of which must be inexpensive or moderately priced fast-food or eat-in restaurants. • The space shall present no history of prior heavy industrial use; including (but not limited to) large dry cleaning operations, rail yards, gas stations, or industrial facilities. • If the space is located on a high-traffic or multi-lane street traffic signals be must located within two blocks for safe access • Transit Accessibility: A bus rapid transit stop shall be located within the immediate vicinity of the Building, but not exceeding a safely accessible, walkable 800 feet from the principal functional entrance of the building, as determined by the LCO. GSA encourages interested parties to submit an offer even if the space does not meet all above requirements. Please list the above requirement(s) that the property does not meet and outline any mitigation that would be considered by the property owner in order to meet the requirements. Expressions of interest should include the following information: • Building/site name and address and location of the available space within the building/site; • Rentable square feet available and expected rental rate per rentable square foot, showing the rent broken into Shell rent and operating expense rent; • ANSI/BOMA office area-(ABOA) square feet to be offered and expected rental rate per ABOA square foot, fully serviced. Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, (if any); • Date of space availability; • Building ownership information; • Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking, (if any); • Energy efficiency and renewable energy features existing within the building; • List of building services provided; • One-eighth inch scale drawing of proposed space offered, and proposed site layout; • Name, address, telephone number, and email address of authorized contact • In cases where an agent is representing multiple ownership entities, written acknowledgement; • Permission to represent multiple owners for the same submission; • Your letter must include the Solicitation/Project # listed above and be emailed or mailed to the primary Point of Contact; • Offered space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. The proposed leased space shall be fully serviced. Offered space shall not be in the 100 year flood plain; • If in a historical district, must comply with the National Historic Preservation Act Requirements. In addition, the Government will use its AAAP to satisfy the above space requirement. Interested parties must go to the AAAP website, select the "Register to Offer Space" link and follow the instructions to register. Instructional guides and video tutorials are offered on the AAAP homepage and in the "HELP" tab on the AAAP website. Once registered, interested parties may enter offers during any "Open Period". The Open Period for November is November 1, 2017 to November 7, 2017 ending at 11:59 p.m. EST, and for December is December 1, 2017 to December 7, 2017 ending at 11:59 p.m. EST. Lease award will be made to the lowest price, technically acceptable offer, without negotiations, based upon the RLP requirements package found on the AAAP website. During the Open Period, offerors will be permitted to submit new offers or modify existing offers. Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period. The offered space must comply with RLP 17-Reg10 and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, seismic, energy, and sustainability standards in accordance with the terms of the Lease. All documents can be found at https://aaap.gsa.gov. * If you have previously submitted an offer in FY 2016, the AAAP application has a copy feature which will allow existing offers to be copied over to the FY 2017 RLP in order to avoid having to re-enter all of the data manually. Please be sure to review FY17 AAAP RLP Package and each page within the AAAP Application prior to submitting your offer as some of the questions have changed. You must re-enter your space and rates on the ‘Space and Rates' tab in the AAAP. Your previous offered space will not be copied.
