Description
In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to TA Instruments for an Annual Maintenance Service agreement for the following TA Instruments Thermogravimetric Analysis Equipment, Q600 SDT Simultaneous DSC-TGA and Discovery TGA: 1. Product #999800.602; LSP Q400 Q500 TGA 550 Q600, Q800; Serial #600-1668 2. Product #999800.613; LSP DDSC DSC 2500; Serial #TGA1-0378. 3. Product #999800.048 - EXTENDED WARRANTY THERMAL ACCT; Serial # DCC1-00613. The base period of performance will be for the date after award through March 31, 2019, and include up to three, one-year option periods through March 31, 2022. This is considered a sole source to TA Instruments because, to the best of the NETL ™s knowledge, based on market research conducted TA Instruments is the only known source that can provide this exact maintenance agreement. TA Instruments Is the only company that can service, repair, and provide software upgrades and maintenance to their equipment to maintain the peak performance and operational availability. Service and maintenance must be performed by the original equipment manufacturer, TA Instruments, and their trained staff. The current equipment continues to have a useful life and failure to continue the maintenance agreement will put NETL at risk of failure or loss of service that could severely impact the organization ™s ability to operate in an efficient and effective manner. The maintenance agreement is proprietary to TA Instruments. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:00 PM ET on November 15, 2017. Responses must be submitted in writing to the Contract Specialist, Robert Mohn, via email at Robert.Mohn@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
