THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. Naval Facilities Engineering Command Mid-Atlantic (NAVFAC MIDLANT) is seeking Small Business, Small Disadvantaged Business, Women Owned Small Business, Service-Disabled Veteran-Owned Small Business, certified HUBZone Small Business, and certified 8(a) Businesses with current relevant qualifications, experience, personnel and capability to perform a proposed contract. A Firm-Fixed Price type, contract is anticipated. Source Selection procedures will be used to evaluate and select the proposal that is the lowest price, technically acceptable offer. The contractor shall provide all labor, supervision, management, tools, materials, transportation and equipment necessary to provide customer service training to cover, but not limited to, Basic Customer Service, Internal and External Customers, Communication Skills, Telephone Skills, Managing Expectations, Coaching Customer/Service Provider Relationships, Complaint Resolution, and Dealing with Difficult Customers. This training will be conducted onsite at NAVFAC MIDLANT ™s 13 different sites for approximately 2404 employees as to keep trainees as close to their duty stations as possible in order to minimize time away from the mission. The sites for the required training are Public Works Division Little Creek, Virginia Beach, VA; Public Works Division Naval Support Activity, Norfolk, VA; Hampton Roads IPT, Norfolk, VA; Public Works Division Norfolk Naval Shipyard, Portsmouth, VA; Public Works Division Norfolk, Norfolk, VA; Naval Weapons Station Yorktown, Yorktown, VA; Public Works Core, Norfolk, VA; Public Works Division Oceana, Virginia Beach, VA; Public Works Division New London, Groton, CT; Public Works Division Newport, Newport, RI; Naval Weapons Station Earle, Earle, NJ; Public Works Division Pennsylvania, Philadelphia, PA; Naval Support Activity Mechanicsburg, Mechanicsburg, PA; Public Works Division Maine, Kittery, ME; Public Works Division Great Lakes, Great Lakes, IL; and Public Works Division Crane, Crane, IN. Once awarded, trainings should be deployed weekly to the Hampton Roads area (Norfolk, Oceana, Little Creek, Norfolk Naval Shipyard, Yorktown, Naval Support Activity, IPT, and Public Works Core), then weekly to Northeast (Maine, Newport, New London, Philadelphia, Mechanicsburg, and Early, and then finally to Midwest (Great Lakes and Crane). It is requested that interested small businesses submit to the Contracting Officer a brief capabilities statement package including the NAVFAC Sources Sought Questionnaire provided as an attachment to this notice in order to demonstrate the ability to perform the services described. All Small Business, Small Disadvantaged Business, Women Owned Small Business, Service-Disabled Veteran-Owned Small Business, certified HUBZone Small Business, and certified 8(a) Businesses are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of the evaluation. One of the main functions of this synopsis is to assist the Contracting Officer in determining whether Small Business, Small Disadvantaged Business, Women Owned Small Business, Service-Disabled Veteran-Owned Small Business, certified HUBZone Small Business, and certified 8(a) is an acceptable strategy for this procurement. All qualified firms are encouraged to respond. The appropriate NAICS Code is 541612, size standard $15 million. It is requested that interested parties submit a brief capabilities package not to exceed 5 pages. This capabilities package shall address, at a minimum the following: (1) Examples of projects worked within the last five years of similar size, scope and complexity as the work indicated and knowledge of the state regulations within the AOR. Indicate whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and a Government / Agency point of contact. (2) Please indicate if you are a Small Business, Small Disadvantaged Business, Women Owned Small Business, Service-Disabled Veteran-Owned Small Business, certified HUBZone Small Business, and certified 8(a) Business. Include DUNS and CAGE code. The capabilities package for this sources sought notice is not expected to be a proposal, but rather a short statement regarding the company ™s ability to demonstrate existing, or developed, expertise and experience in relation to this contract. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the Navy in tailoring requirements to be consistent with industry capabilities.
