- Request for Information for Scientific and Engineering Technical Assistance personnel support services The Ocean Battle s pace Sensing Department (Code 32) explores science and technology in the areas of oceanographic and meteorological observations, modeling and prediction in the battlespace environment; submarine detection and classification (anti-submarine warfare); and mine warfare applications for detecting and neutralizing mines in both the ocean and littoral environment. The Department also underwrites oceanographic, space-based remote-sensing and environmentally related science and technology efforts within the Department of the Navy. The Department is composed of two divisions, Ocean Sensing and Systems Applications Division (Code 321) and Ocean, Atmosphere and Space Research Division (Code 322) which seek to cultivate innovative science and technology within the Ocean Battlespace Sensing Department area of responsibility. Code 322 is also responsible for management and support of the National Oceanographic Partnership Program and the Ocean Research Advisory Panel established pursuant to 10 U.S.C. §§ 7901-7903. 10 U.S.C. §§ 7901-7903 establishes a National Oceanographic Partnership Program Office (NOPPO), an Ocean Research Advisory Panel (ORAP) and working groups to propose and manage partnership projects. At present, three federal working groups are in existence; the National Oceanographic Partnership Program (NOPP); the Interagency Working Group on Ocean Facilities and Infrastructure (IWG-FI); and the IWG on Biodiversity. Additional information on NOPP may be found at http://www.nopp.org. The Contractor shall provide Scientific and Engineering Technical Assistance (SETA) personnel to meet NOPPs technical objectives and execute all aspects of the statement of work. The SETA personnel will work with government employees to implement and manage NOPP activities and may serve as the first Technical Point of Contact for NOPP awards. The Contractor shall provide expertise and assistance in accordance with Section 4.0 (National Oceanographic Partnership Program Assistance).
