Description
THIS SOURCES SOUGHT IS FOR INFORMATION AND PRELIMINARY PLANNING PURPOSES ONLY. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE U.S. GOVERNMENT FOR ANY PURPOSE OTHER THAN MARKET RESEARCH FURTHER, THE GOVERNMENT IS NOT AT THIS TIME SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS. THE GOVERNMENT IS IN NO WAY LIABLE TO PAY FOR OR REIMBURSE ANY COMPANIES OR ENTITIES THAT RESPOND TO THIS ANNOUNCEMENT. NO CONTRACT SHALL BE AWARDED FROM THIS MARKET RESEARCH. This market research inquiry shall serve as an opportunity for contractors to evidence their capabilities to provide supplies and services to fulfill a requirement for three Cyclic Salt Fog Chambers, Auto Technology Company, or equivalent model number NC-PC-40/part number 700040-PC. These chambers shall have a non-corrosive design to ensure longevity. A relative humidity (RH) package shall be installed on each chamber to ensure humidity control and monitoring for pre-programmed and custom test methods. Within each corrosion chamber, there shall be mid-level racks that are capable of supporting up to at least 12 slotted support racks. Additionally, the manufacturer shall supply six PC controllers: one for each new test chamber, two PC controllers for two existing cyclic corrosion chambers, as well as one spare. The PC controllers shall control the chambers, store data, and must operate using the Windows 10 operating systems, in accordance with the 01 JUN 2016 Department of Defense memorandum titled, "Updated Direction for the Implementation of Microsoft Windows 10 Secure Host Baseline". These controllers shall be pre-programmed to perform ASTM B-117 & GMW-14872 and shall be capable of storing a minimum of 20 custom programs If a vendor does not also provide scheduled and emergency maintenance, they must provide plans on how they would provide the maintenance for the equipment. Only new (not used or refurbished) equipment will be considered for this procurement. The following specifications reflect current existing capabilities for equipment already in the lab at the Naval Air Warfare Center Patuxent River, MD. To be considered capable under this procurement, vendors must provide information verifying that all equipment offered for this procurement meets or exceeds (has greater capabilities) the following specifications. Vendors must address each detail called out under the equipment specifications. Internal capacity 40 cubic feet Solution Reservoir - 60 gal Temperature - Ambient to 160 degrees F Humidity - 95-100% during high humidity from 122 degrees F. <30% during dry off cycles Must have salt fog cycle, high humidity cycle, dry cycle, dwell cycle, controlled humidity cycle, solution spray cycle, and immersion cycle. Qualification shall be based upon information that indicates Contractors possess an existing capability for the supplies listed in the above paragraph. Claims of existing capabilities must be substantiated including ability to operate in accordance with ASTM B-117 and GMW-14872 test methodologies and receive a Certification of Calibration for each unit that is traceable to N.I.S.T. Interested vendors must be able to maintain compatibility of the new equipment with existing instrumentation within the lab at Patuxent River, MD and be able to ensure seamless integration with existing data packages generated on previous generations of Auto Technology Company NC-30 equipment. Interested parties may identify their interest and capability to respond to the requirement. Responses should include all applicable company product literature to verity that the above specifications have all been met or exceeded, including manufacturer's name, model numbers, and a rough order of magnitude (ROM). Responses must also include a company name, point of contact, address, phone number, and email address. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government shall not reimburse interested sources for any information provided nor return any information provided. No bid and quotation costs will be reimbursed for any offeror. No request for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. Please limit your response to not more than five (5) double sided pages. Respondents may provide contract numbers, equipment sold, and descriptions of maintenance provided for similar type of work as additional evidence of capabilities. The submission of this information is for planning purposes only and is not to be construed as a commitment by the Government to procure any items/services. This announcement is NOT a Request for Proposal, nor shall the Government pay for any information/items submitted in response to this synopsis. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. If a draft and/or solicitation is released, it will be synopsized on the Federal Business Opportunities website located at http:www.fbo.gov. It is the potential offer's responsibility to monitor these sites for the release of any follow-on information. Clearly identify the proprietary elements of the system. All responses should be labeled appropriately, and will be handled accordingly. A comprehensive response to this MARKET SURVEY may require a PROPRIETARY response. Classified material shall NOT be submitted. Interested companies should indicate whether or not they are a small, small disadvantaged, 8(a), or large business.
