- Questions and answer for RFI: Q: Is there a single contractor supporting the current/legacy intranet, or are there multiple contractors supporting the current/legacy intranet? Can you please provide contractor name(s) and contract number(s) for those? A: The current intranet environments are support by both contractor and government staff. Q: Will the work to be performed at Fort Belvoir, VA, or elsewhere? (i.e., contractor site?) A: Certain key positions, such as Business Analysts should be onsite at Ft. Belvoir, however telework and remote work is typically authorized. Q: Is it anticipated that this will be a best value opportunity? A: Yes Q: Does the Government anticipate setting this requirement aside for a small business? Or is this decision contingent on the number of small business responses to the RFI? A: A small business set aside will be determined at the time of solicitation, after all market research is complete, currently we have not made a set aside decision and is partially contingent upon RFI responses. Q: Can you provide an anticipated timeframe for when an associated RFP is to be released? A: Could be late 2018/early 2019. Q: Can you please clarify whether you are looking only for an off the shelf solution with little labor, as the NAICS code implies, or a full service solution. A: The government anticipates labor being necessary for analysis work, configuration, migration and implementation whether a COTS product is recommended or a customized full service solution. Q: Will the contractor be required to hold a security clearance to complete this work? A: SECURITY REQUIREMENTS for this effort will be as follows: All Contractor employees must meet the security criteria to occupy national security sensitive position as required by DoD 5200.2M, DoD Personnel Security Program. All contractors assigned work under this under this contract must be a U.S. citizen. DCAA security office will coordinate with the Contractor Facility Security Officer or contractor personnel to ensure compliance with DoD 5200.2M for occupancy of a national security sensitive position. The contractor Facility Security Officer may submit a Visit Request to DCAA HQ Security using JPAS SMO Code B9000 for contractor personnel that already meet the requirements of a national security sensitive positon. Q: Does the agency have a current CMS, and if so, what is it and does the Agency prefer to stay with the same system? A: DCAA currently uses and has licensing for SharePoint 2013 and 2016, and also leverages OpenText Content Server. If one of these existing solutions could be leveraged, that would be preferred, but not necessary. Q: Could DCAA comment on their current and projected website utilization in terms of monthly page views and authenticated traffic A: Web metrics are not readily available for current monthly usage. Q: Shall staff and key personnel hold active security clearance? Or it can be obtained after the contract award? A: See previous question and answer. Q: The agency is currently using SharePoint 2010; are Agency's users happy with SharePoint user experience? A: Users are not happy with the SharePoint 2010 experience. Q: Does the software have to be COT's Product or can you use a developed product to either enhance your existing or replace the existing? A: DCAA seeks recommendations that meet the established criteria, whether it be COTS or a custom developed solution. The National Defense Authorization Act of 2012, and other DoD requirements, require that preference be given to commercial software with as little customization as possible to meet mission needs. Q: Is the infrastructure being replaced ? or are we adding extra to the environment? A: The need for additional infrastructure will be determined and provided by the government and will be dependent upon the selected solution and architecture. Q: Is the organization looking at mobilizing the environment such as cloud base software? A: Not at this time. Q: As far as consulting staffing is the a need to fulfill the positions? Or will you require just a few to train the present staff? A: The government is seeking full time contractor staff to support this initiative. Q: How many users this system has? A: Approximately 5,000 users. Q: How would a mobile version of the intranet help the end users? A: DCAA does not seek a mobile version as part of this effort. Q: How many of these 200,000 web pages/ files are static pages? A: Approximately 90%. The total storage size of the existing custom intranet solution is 20TB. Q: How many of the "in excess of 20 micro applications" are actually being used? Is it possible to provide an example of an application? A: Nearly all of the "micro applications" are being used by some limited number of employees. An example is, a collection of ASP Web Form pages that present structured data returned from an Access Database and except user input for custom data searches. Q: How much content is stored in SharePoint 2010? A: The SharePoint 2010 environment has approximately 454 web pages and 44,215 documents across 242 sites. The total storage size is 38GB. Q: How many applications were built with SharePoint 2010? A: Approximately 30. Q: Can the Government provide number of custom lists were built with Microsoft SharePoint 2010? A: Unknown at this time. Q: Can the Government provide number of static pages were built with Microsoft SharePoint 2010? A: There are approximately 454 total web pages in SharePoint 2010. Q: Can the Government provide number of custom workflows pages were built with Microsoft SharePoint 2010? A: Unknown at this time Q: Can the Government provide number of customer workflows pages were built with Microsoft SharePoint 2010? A: Unknown at this time Q: Can the Government provide number of Access data stores and reporting (tools) were built with Microsoft SharePoint 2010? A: Unknown at this time Q: Can the Government provide number of document libraries were built with Microsoft SharePoint 2010? A: Unknown at this time Q: When does the government is planning to have the final product go live? A: To be determined based on contractor feedback and budget limitations. Q: Is the Government considering moving the intranet to the cloud or maintain it in the current server? A: The government intends to maintain the intranet on premise in our data center. Q: Does the static content have to be modify in order to be migrated? A: Most of the static content will be modified by government content owners, however, if and when modification is necessary in order to migrate global content into the new solution, the governments expectation is that the contractor would perform this task. Q: How many end users will be actively collaborating (versus just viewing the content)? A: The government anticipates that approximately 2,500 users could be actively collaborating at once. This is approximately 50% of our total user base. Q: What are some of the existing challenges? A: The list is lengthy, and without some specificity to the question, like which environment, we are unsure how best to answer. Q: Which version of Access database is being used in the organization? What technology is being used for forms, reports and workflows? A: Most Access databases being used within the intranet environment are Access 2010 format or newer. ASPX web forms, Adobe Forms, SharePoint and OpenText workflows, custom web reports built with Microsoft Report Viewer or jQuery based reporting tools, and COGNOS/Impromptu reports make us the majority of the environment. Q: Do the current micro applications have design documentation available or will analysis require reading the code? A: Analysis will be required to assess the micro-applications, however, the government does not foresee expertise needed in the various code languages used to build them. The applications within the intranet environment should be assessed from a functionality point-of-view with a business need focus, in depth technical understanding of how the existing applications work is not required. Q: Is SharePoint 2010 currently implemented across all locations? If not, how big is the SharePoint implementation? A: Yes, the SharePoint 2010 environment is available to all users across all of DCAA's locations. Q: What kind of devices, browsers will be using the intranet solution? A: DCAA uses DoD approved Internet browsers with the required Security Technical Implementation Guide (STIG) settings applied. This includes, Mozilla Firefox, Google Chrome, Microsoft Edge, and Internet Explorer 11. Q: Is there currently any records management system implemented in the agency or is it manual? A: DCAA currently uses OpenText for our Electronic Records Management solution. Q: Is the training required onsite or can a web conference training be provided? A: The government seeks industry best practices when it comes to training delivery. It is anticipated that some training may need to be done onsite at Fort Belvoir, VA, while other training could be delivered remotely or via training videos. The solution will most likely drive the type of training that is needed. Q: Is there any sensitive data stored on intranet/SharePoint? Are there currently any tools procured for PII/PHI security? A: There is a limited amount of sensitive/PII data stored in the SharePoint 2010 environment. DCAA does not have any third party tools specifically purchased or deployed for the protection of PII. We do use role based permissions and have implemented Public Key Infrastructure security measures as well as encryption at multiple levels as required. Q: Do all users have basic familiarity with SharePoint across agency? A: Approximately 30% of the agency has used SharePoint and has basic familiarity with it. Q: Will intranet be available for contractors? If yes, how many contractors will use it in addition to 5000 employees? A: All users with access to the DCAA network have access to the intranet. Contractor staff levels fluctuate from year to year. The approximate user base for access to the intranet is 5,000.
