Description
The contractor will primarily utilize a technical assistance approach to reform Benin's regulatory systems, strengthen healthcare administration and advocacy, as well as a direct service delivery model as it works towards the goal of increasing the utilization of high impact reproductive, maternal, newborn and child health (RMNCH) services and products delivered by the private sector nationwide. The following types of technical assistances are required by the Agency in relation to the private sector: 1. Expanded volume of quality, high impact RMNCH services delivered by private sector providers • Significantly increase the number of registered private facilities and licensed providers • At least one-third (35%) are RMNCH accredited • 50% of registered health facilities routinely reporting on high impact RMNCH services into the national Health Management Information System (HMIS) 2. Increase availability of key, quality health products at different price points through private sector channels • Increased volume (i.e., gross unit sales) of quality key RMNCH products in the private sector at the department level • Improved regulatory environment for key RMNCH products 3. Strengthen public-private engagement to promote attainment of universal RMNCH outcomes • Increased leadership, management and governance capacity of the Platform • Biannual landscape of Benin's private health care regulations produced 4. Integrate and disseminate innovative, tested, and emerging private sector models • At least one innovative, tested and emerging private sector model applied This activity will play a vital role in supporting the USG's and Agency's goal of achieving of expanding access to high impact interventions and ultimately reducing preventable deaths by expanding delivery of high impact reproductive, maternal, newborn and child health (RMNCH) services and products through the private sector. Working with private sector health associations, providers, pharmacists, wholesalers, NGO's, market research companies and the government, USAID aims to strengthen the quality of high impact RMNCH health services and products nationwide. A key approach to this effort is improving regulatory environment to enable a stronger private health sector as well as expand public-private partnerships. The draft Performance Work Statement (PWS) of this activity was shared with the RFI No. RFI-680-17-00001 and Solicitation No. SOL-680-17-0000XX with the posting date of May 24, 2017. This notice serves the pre-solicitation requirement of FAR 5.203.(a) and 5.204.
