Description
Map of Location Colville National Forest, Hot Asphalt Concrete Pavement and Slide Repair Project. The Colville National Forest located in North Eastern Washington State has a requirement for asphalt surface treatment and slide repairs for Scatter Creek Rd. (NFS 5300). The project is located in the Republic Ranger District. The work is located in Ferry County, Washington State. Asphalt Pavement: This consists of pothole repair and a single compacted 2" layer of hot mix asphalt concrete on 7.36 miles of the Scatter Creek Rd. The pothole repair will consist of removing 0.5 foot deep of unsuitable material at required locations. The waste material will be hauled to the Swan Butte pit and stockpiled in a location approved by the Contracting Officer. The aggregate for the project will be commercial source provided by the contractor. The hot mix asphalt concrete shall meet the requirements of the FP03 and any Forest Service Supplemental Specifications. Slide Repair M.P. 1.0: This consists constructing approximately a 100' Long by 37' high rock Buttress and hauling in approximately 1500 cubic yards of fill material. The Contractor shall furnish all management, labor, equipment, supervision, tools, materials, transportation, operating supplies, supervision, workman's compensation, unemployment insurance and incidentals necessary to perform the work in accordance with the drawings and specifications of the contract. Scatter Creek Rd. is located in Ferry County, T35N R32E Section 20. Directions from junction of state highways 20 and 21 south of town of Republic. Drive south on state highway 21 9.00 miles to Scatter Creek road (NFS 5300). Then turn right onto Scatter Creek road (NFS 5300) and drive 7.36 miles to Swan Lake campground end of project. The work is currently estimated to start in the summer of 2018 and must be completed by October 10, 2018. The actual completion date will be in the solicitation. The project is estimated between $1,000,000 and $5,000,000. A bid guarantee will be required. The awarded Contractor will have to provide both payment and performance bonds. This procurement requires the use of Biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. The products should first be acquired from the USDA designated products categories. This project will be advertised as a written request for proposals. Estimated issue date of the solicitation is on or about February 1, 2018. Proposals are estimated to be due March 1, 2018. The actual due date will be listed in the solicitation. The solicitation will be posted on this site. This acquisition is 100% set-aside for HubZone small business concerns. NAICS code is 238990, size standard is $15 million. All responsible sources may submit a proposal which will be considered. An electronic copy of the solicitation will be posted at this site on the issue date. Notes: Funding for this requirement is currently not available, but is anticipated for this fiscal year 2018. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the solicitation's closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred. Potential offerors are encouraged to visit the units this fall to ascertain the extent of work involved and to satisfy themselves regarding all general and local conditions that may affect the price of their offeror to the extent the information is obtainable. The enclosed information is provided so that offerors will have an opportunity to visit the representative site while they are still accessible. Some changes from this notice may occur from the actual solicitation, but the enclosed information is a representative of work to be done. In no event shall failure to inspect the site constitute grounds for a claim after the contract has been awarded (reference FAR Clause 52.236-27).
