Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Naval Facilities Engineering Command, Southwest (NAVFACSW) intends to award a contract to one source (Southern California Gas Company) under the authority of 10 U.S.C. 2913, which allows the Navy to enter into agreements with gas or electric utility companies to design and implement cost-effective demand and conservation incentive programs (including energy management services, facilities alterations, and the installation and maintenance of energy savings devices and technologies by the utility companies) to address the requirement and circumstances of the installation. The Contractor will furnish all material, supervision, tools, equipment, labor, transportation, subcontract management, project management and, upon mutual agreement, Initial Capital, to implement such projects as specified in individual Delivery Order. NOTE: The solicitation will not be made available on this website. This notice is provided for information purposes only therefore FAR 5.203 does not apply. This opportunity is available only to the utility company servicing Naval Air Station Lemoore, CA under a Utilities Energy Service Contract (UESC) N62473-13-G-1402, Basic Ordering Agreement (BOA), for the installation, replacement, renovation, repair, operation and maintenance of energy conservation measures and consuming equipment. Services shall include but not be limited to upgrades to Facilities Management Systems (FMS), installation of energy management systems and direct digital controls, implementation of energy conservation measures, and limited Operations and Maintenance (O and M) services for any energy savings devices and technologies installed under any Delivery Order awarded under this BOA at Various Navy facilities within the service territory of Southern California. Project Description: The proposed procurement is to provide for energy upgrade and repair measures including, but not be limited to, measures consisting of upgrading BACnet and ICS systems, lighting retrofit/replacement and control replacements, boiler replacements, solar thermal system decommissioning, demand flow lite implementation, HVAC retrofits, and HVAC controls repair and new installation. NAS Lemoore buildings have HVAC and lighting equipment that is not operating efficiently due to lack of HVAC and lighting DDC energy management system controls, improperly configured controls, or older less efficient existing equipment. Basewide install countdown timer model on wall mount air conditioning units. Optimal energy efficient operation is required to support energy reduction mandates and facilitate sustainable building operations at Naval Air Station Lemoore, California. Building 10: 1. Add two kitchen AHUs to ICS for scheduling. 2. Upgrade of ICS components to allow monitoring of EMS systems. 3. Standardization of trending and collection of ongoing Energy Usage. Buildings 150, 240, 300 and 995: 1. Upgrade BACnet in Allerton for occupancy. 2. Standardization of Predictive Alarm, Reports, Events. 3. Upgrade of ICS Components to allow monitoring of EMS systems. Building 180: 1. Convert office spaces to Encelium with occupancy and HVAC integration. Buildings 180, 210, and 270: 1. Advance RTU Controllers. 2. Implementation of airside economizers, supply-fan speed controls, demand-controlled ventilation. 3. Upgrade ICS components to allow monitoring of EMS systems. 4. Standardization of trending and collection of ongoing Energy Usages. Building 190: 1. Control of CHW Bypass Valve (fire station). 2. Upgrade of ICS components to allow monitoring of EMS systems. 3. Standardization of trending and collection of ongoing Energy Usage. Buildings 270 and 300: 1. Lighting Control Strategy (BACnet): Implementation of Daylight Harvesting, Occupancy Sensors, Scheduling, and Override Switches. Building 730: 1. Install Chiller Plant Optimization System on the chilled water system. 2. Upgrade Lighting with occupancy - integrate with HVAC. 3. Standardization of Predictive Alarm, Reports, Events. 4. Upgrade of ICS components to allow monitoring of EMS systems. Building 736: 1. Upgrade Existing Pneumatic HVAC controls to DDC. Building 840: 1. Troubleshoot, Repair and Recommission DHW Thermal Solar System. 2. Replace existing un-pressurized storage tank with 1950-gallon ASME horizontal storage tank and heat exchanger tube bundle. 3. Replace one (1) 1,260 MBtuh HHW Boiler (1996) and one (1) 1,225 MBtuh DHW Boiler (1996) and pumps with high efficiency condensing type boilers and pumps. Building 843: 1. Replace one (1) 1,260 Mbtuh HHW Boiler (1998) and one (1) 1,225 Mbtuh DHW Boiler (1998) and pumps with high efficiency condensing type boilers and pumps. Building 859: 1. Install Chiller Plant Optimization System on the chilled water system. 2. Control Mech Room Exhaust Fan. 3. Standardization of Predictive Alarm, Reports, Events. Upgrade of ICS components to allow monitoring of EMS systems. 4. Standardization of trending and collection of ongoing Energy Usage. Building 891: 1. Replace obsolete Teletrol with Delta in Central Plant Standardization of Predictive Alarm, Reports, Events. 2. Upgrade of ICS components to allow monitoring of EMS systems. 3. Standardization of trending and collection of ongoing Energy Usage. Building 941: 1. Troubleshoot Repair and Recommission Thermal Solar Pool Heating System. 2. Installation of a fall-protection system on the carport roofs. Buildings B240, B4, B140, B1, B210, B270, B300, B828, B140, B908, B700, B886, B887, B888, B882, and B883: 1. Lighting Retrofit/Replacement (Wallpacks (WP) and T12 to T8) Basewide: 2. Install countdown timer module on ninety (90) wall mount air conditioning units.
