Description
This Sources Sought Notice is to solicit interested SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES or VETERAN-OWNED SMALL BUSINESS capable of meeting the following requirement: The G.V. (Sonny) Montgomery VA Medical Center (GVMVAMC), located in Jackson, MS, has a requirement titled "Install Piping and Leak Detection. The government's intent is to issue a solicitation to award a single contract. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a 100% Service-Disabled Veteran-Owned Small Business Set-Aside (SDVOSB) and/or Veteran-Own Small Business. Additionally, this acquisition will be awarded in accordance with FAR 14.408-1(a) to the responsible bidder whose bid, conforming to the Invitation for Bid, will be most advantageous to the Government, considering only price and the price-related factors. Please do not send questions regarding this notice, as it is only a Sources Sought Notice. Questions will be accepted only after the solicitation has been published. The anticipated solicitation is projected to post on or about November 21, 2017, on this website. Hard copies will not be mailed. The solicitation will be issued as an Invitation for Bid (IFB). INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. ADDITIONALLY, BIDDERS ARE ADVISED TO CHECK THE SITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS TO THE SOLICITATION NOTICE. NOTE: Interested parties are to submit their Capabilities Statement to the Contracting Office (No more than 20 pages, please) via email to Renardo.hollowell@va.gov no later than 11/7/2017 at 4:00pm. The following is an abbreviated reference of Statement of Work and does not address the entire requirement: INSTALL PIPING AND LEAK DETECTION Install an automatic tank gauging (ATG) leak detection and monitoring system as described below for the exterior 15,000-gallon fiberglass-reinforced plastic underground storage tank (UST) as well as the exterior 15,000-gallon aboveground storage tank (AST.) Provide 2 sessions of owner training. Provide necessary piping components to convert existing piping to safe suction for the exterior 15,000-gallon fiberglass-reinforced plastic underground storage tank (UST). Both exterior fuel tanks are in active use at the G.V. (Sonny) Montgomery VA Medical Center in Jackson, Mississippi. The fuel system must remain in an operational/ready state in the event of electrical power loss or loss of natural gas service; i.e. work is to be performed on one tank at a time while isolating tanks via valving-off tank being worked on. The Contractor shall provide all personnel, tools, materials and supervision necessary to perform the following: Convert the piping system from the existing American Style suction type to the safe suction (European style) type. The Contractor shall use installation methods to ensure continuous protection to all metal of the UST piping and components by the existing cathodic protection system. Provide the Franklin Fuel Systems EVO 550 (or equal) automatic tank gauging system. The location of this system is to be the Boiler Plant Control Room with the exact location to be determined by the VA in collaboration with the Contractor. Contractor shall provide appropriate wiring, sensors, gauges and controls to link monitoring and gauging equipment to the ATG system. The system shall include the following features installed, enabled and configured: tank level monitoring, EPA-accepted containment compliance monitoring, NWGLDE-listed 3rd-party certification (National Work Group on Leak Detection Evaluations), statistical line leak detection, interstitial monitoring capability (although not to be integrated at this time), built-in thermal paper printing, touchscreen display, Cat 6 Ethernet connection from ATG to VA router located in adjacent HVAC Control Room (Internet service provided by VA), diesel generator monitoring and fuel flow control, high/low product and water-in-fuel alarm setpoints with local audio/visual alarm, e-mail and SMS event notification, web interface to provide direct connection to the ATG from any web-enabled device. All work shall be in accordance with current U.S. Environmental Protection Agency (EPA), Mississippi Department of Environmental Quality (MDEQ), U.S. Occupational Safety and Health Administration (OSHA), National Fire Protection Association (NFPA) regulatory and Code requirements including the Life Safety Code, National Electrical Code, National Flammable and Combustible Liquids Code, and EPA Underground Storage Tank regulations. Contractor is responsible for the proper reuse or disposal of all job waste and materials. Sampling for petroleum contamination will be performed ONLY IF mandated by current U.S. EPA and/or MDEQ regulations for work to proceed (discovery of overt contamination in the immediate work area.) Sampling, IF REQUIRED, will be performed in accordance with current MDEQ protocols. Sampling and clean-up of any contamination found WILL BE HANDLED AS A CHANGE ORDER OR SUPPLEMENTAL AGREEMENT TO THIS CONTRACT. The VA will pay for all work completed to date and for any stored materials purchased by the Contractor. The contractor performing this work must be certified by the Mississippi Department of Environmental Quality (MDEQ) to install, alter, and close underground storage tanks. EPA and VA regulations require adherence to State Law. The Contractor must be onsite to respond to an emergency callout on the fuel delivery system within 1 hour. Work must be completed within 60 days after Notice to Proceed. Project phasing and schedule will be coordinated with the VA COR in collaboration with the Contractor. A 60-day bid acceptance period is required. Performance and Payment bonds will be required from the contractor receiving award. A pre-bid conference is tentatively scheduled for 11/14/17 at Building 1, first floor, Rm I-101 at 9:00am. The magnitude of construction is between $25,000 and $100,000. The North American Industrial Classification Standard (NAICS) code assigned to this construction project is 236220 / 334519 with a small business size standard of $36.5M/ 500 employees. Bidders shall be registered at the Vendor Information Pages at www.vip.vetbiz.gov, in System for Award Management (SAM) database at www.sam.gov, and have completed online Representations and Certifications prior to the solicitation due date. Bidders shall be registered with the NAICS code 236220/334519 assigned to this acquisition.
