- This Request for Information is for planning purposes only and is being used solely as a market research tool in accordance with FAR Subpart 10.002(b). This is not a Request for Proposal (RFP), not a Request for Quotation (RFQ), not an announcement of a solicitation. Response is strictly voluntary and the Government will not provide any reimbursement for any response for the effort expended in the preparation of a response by any vendor. Submission of a response to this RFI notice will not affect any potential offeror's ability to submit a quotation/proposal in the future should funding become available and a solicitation is issued. There is no solicitation document associated with this post. There is no obligation on the part of the Government to acquire any product or service as a result of this Request for Information. INTRODUCTION The USITC is an independent, quasi-judicial federal agency with broad investigative responsibilities on matters of trade. The Commission investigates the effects of dumped and subsidized imports on domestic industries and conducts global and bilateral safeguard investigations. The Commission also adjudicates cases involving imported goods that are alleged to infringe intellectual property rights. In addition, the USITC serves as a federal resource where trade data and other trade policy-related information are gathered and analyzed. The USITC's mission is to: (1) administer U.S. trade remedy laws within its mandate in a fair and objective manner; (2) provide the President, the United States Trade Representative (USTR), and Congress with independent, quality analysis, information, and support on matters relating to tariffs and international trade and competitiveness; and (3) maintain the Harmonized Tariff Schedule of the United States. As part of the USITC's mission, the Commission conducts antidumping and countervailing duty (AD/CVD) investigations under title VII of the Tariff Act of 1930, as well as fact-finding studies conducted under the Tariff Act of 1930. PURPOSE The purpose of the RFI is to gather information from industry to improve the U. S. International Trade Commission's (USITC or Commission) understanding of market capabilities and to identify vendors capable of providing the type of support described herein. OBJECTIVES and BACKGROUND The Commission seeks information from industry about available solutions for its daily news clip identification/report compilation needs, including (but not necessarily limited to) "executive news briefing" services. The Commission's Office of External Relations (OER) develops and maintains liaison between the USITC and its diverse external customers. The Office is the focal point for contacts with the U.S. Trade Representative (USTR) and other executive branch agencies, Congress; foreign governments; international organizations; the public; and the international, national, and local news media. OER also coordinates meetings with international visitors. The Office of External Relations keeps the Commissioners and senior USITC staff informed of USITC coverage, as well as developing issues that might affect the agency's mission and reputation. OER requires comprehensive global monitoring of online news coverage, social media mentions, and Internet citations of the USITC, its Commissioners and work products, evolving international trade matters, and other topics of interest to the Commission. With respect to broadcast organizations, OER does not require the provision of audio or video tapes of broadcast news items, but it does seek notification of and links to news stories posted on the web sites of broadcast news organizations. OER currently receives a broad selection of relevant content from a vendor daily, from which OER staff members select appropriate items for inclusion in a daily branded report, which consists of a list of items with hyperlinks to the content. The branded report is distributed electronically to approximately 200 people, Commissioners and staff, for informational purposes. Distribution is internal only. OER is interested in exploring options that would reduce or replace the work-hours required by USITC staff to develop the daily compilation. It is aware of and interested in exploring daily "executive news briefings," but is also interested in learning about any other appropriate solutions that vendors might suggest. CONSIDERATIONS The following questions may be considered in preparation of any response to this Request for Information. Respondents may also address any other relevant information that is determined appropriate. What solutions exist that would ensure that USITC Commissioners and senior management receive the similar quality and breadth of information currently provided but reduce the work-hours required by USITC staff to develop the daily compilation? What is the end-product provided by such solutions? What are the key attributes and benefits of the end-product? How is that end-product achieved? (How does the process for achieving the solution work?) How is the end-product delivered? How does a solution deal with information that is available only behind a paywall or by registration? How does a solution ensure that copyrights are not violated? Does the solution(s) provide analytical information and, if so, what types of analyses are available? How are they provided? Can the end-user customize the analytics? What else should the USITC know about such solutions? Is commercial pricing for a solution available on the vendor's website? HOW TO RESPOND Interested organizations responding to this RFI may provide a Capabilities Statement or other relevant information regarding the organization's capabilities as they relate to the information contained herein. All responses should include the following information: •· Company name and address and website •· Company business size / socio-economic status •· Any contracts the organization currently holds (GSA Schedule, NASA SEWP, etc.), •· DUNS Number and Commercial and Government Entity (CAGE) Code •· Point-of-Contact name, position, telephone number and e-mail address •· Organizational experience and technical capabilities of the organization which meets the stated objectives •· Issues that should be considered by the USITC as part of any potential solicitation. Interested organizations may submit a response to this RFI, with the information requested above, and any and all other applicable information, on or before 10:00 a.m., E.T. Monday, December 4, 2017. Please submit all documentation to the USITC, Office of Procurement, 500 E Street, S.W., Washington, D.C. 20436, or send via email, in PDF or WORD format, to ian.quillman@usitc.gov, and debra.bridge@usitc.gov. Please include in the subject line of the email RFI - NEWSCLIPS. Organizations are discouraged from submitting any information deemed proprietary. However, if elected to submit proprietary information, sources bear sole responsibility for marking said information as such to ensure appropriate safeguarding by the Government. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. Again, this RFI is issued solely for information and planning purposes only. It does not commit the Government to procure or contract for any service(s). Unsolicited proposals will not be accepted. All costs associated with providing a response is solely at the interested party's expense. The Government is under no obligation to acknowledge receipt of information received or provide feedback to respondents with respect to any information that is submitted. All submissions become the property of the Government and will not be returned.
