Description
REQUEST FOR INFORMATION This is a Request for Information (RFI) for the leasing of a Beech Craft King Air 350 Aircraft. Funding is not available for any information submitted. Submitting information does not bind the Government for any future contracts resulting from this RFI. The findings from this Market Research effort may impact future solicitations related to this requirement. This RFI is not a solicitation or Request for Proposal as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. This is a market survey for planning purposes and no award will be made as a result of this. The Government may use the information provided to develop a comprehensive acquisition strategy and solicitation. The USMS Investigative Operations Division (IOD), is seeking information from responsible sources and commercial agencies concerning the lease of a Beech Craft King Air 350 Aircraft to fulfill its unique mission objectives. The Government is interested in communicating with Industry early in the planning stages in complete transparency in an effort to satisfy this urgent government need. Therefore find attached a draft PWS and RFP. The Government is seeking positive and negative comments and is asking Industry assist with this urgent requirement. The Government is interested in feedback from the commercial market on the requirements listed in this RFI that may be available. Vendors are asked to respond with documentation outlining their capabilities and provide feedback on the capabilities listed within this RFI. The Government would like to see proposed capabilities, concepts or feedback presented through capabilities packages, drawings / pictures, spec sheets, websites, certificates or PowerPoint briefs. Roles and Responsibilities Incorporate a table, if applicable, that lays out the roles and responsibilities required to support the solution, the infrastructure, security, and any other components that are necessary. Pricing Model Provide information on how your firm and/or partners price your products, maintenance, and the services necessary to support this effort. Provide an ideal CLIN structure that bests meets the requirements of the PWS and based on the draft PWS and RFP, what would be the estimated price?. Estimated Timeline Provide an estimated timeline to implement your recommended approach. How many calendar days after award would be needed to present the required aircraft? How many calendar days would be needed to begin providing maintenance and logistics support services? Special Considerations Use this section to document any special concerns, assumptions, or additional information that you would like to communicate. If there are considerations or items that the USMS have not asked, please use this section to communicate those items. Response Directions The purpose of this RFI is to gather information about the topic enumerated above. To the extent simplifying assumptions are needed, respondents are encouraged to make and document such assumptions in their responses. This RFI seeks information about approaches that could meet the USMS potential functional requirements. In doing so, the Government seeks to understand the tradeoffs among risks, costs (initial and ongoing), and alternative approaches to delivering solutions. The Government welcomes alternative concepts for solutions that meet these potential requirements including an overview of new technologies or approaches to providing the potential services. The Government encourages creativity in response to this RFI. Provide administrative information that shall include, at a minimum, the following information, without page limitations: Vendor name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, e-mail address of designated point of contact, and DUNS number. Business type (i.e., large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business). What is your recommendation for the NAICS code. All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with the System for Award Management at https://www.sam.gov/porta 1/public/SAM/. RESPONSE SUBMITTAL INSTRUCTIONS Following is the Point of Contact for this RFI: Contracting Officer: Curtis Davis, Curtis.Davis2@usdoj.gov Please submit responses via e-mail in Microsoft Office 2003 (or more current Microsoft Office version) format. The response shall be no more than fifty (50) pages, Times New Roman font, with a font no smaller than 12 point. No information or questions concerning this Request for Information (RFI) or requests for clarifications will be provided in response to telephone calls from prospective offerors.
