Description
1. DESCRIPTION On behalf of the U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), the Army Contracting Command (ACC) Orlando is issuing this synopsis IAW the requirement at FAR Subpart 5.2 Synopses of Proposed Contract Actions. The Government intends to award a contract for the One Semi-Automated Forces (OneSAF) program. The Government intends to issue a Firm-Fixed-Price (FFP), Cost-Plus-Fixed-Fee (CPFF), Cost no Fee, and Cost plus Incentive Fee Indefinite Delivery/Indefinite Quantity (ID/IQ) services contract. To be awarded to a single offeror using a Best Value/ Trade-off system. The planned period of performance (PoP) will be 6 years. This procurement is a Total Small Business Set-aside under the North American Industry Classification System code 541512. The solicitation for this procurement will be posted to the Federal Business Opportunities website on or about 17 November 2017. 2. BACKGROUND OneSAF is a composable, Computer Generated Forces (CGF) simulation that can represent a full range of operations, systems, and control process from individual combatant and platform to battalion level, with a variable level of fidelity that supports all modeling and simulation (M&S) domains. It accurately and effectively represents specific activities of ground warfare (engagement and maneuver), Mission Command (MC), aviation, combat support, and combat service support. It also employs appropriate representations of the physical environment and its effect on simulated activities and behaviors. 3. PROGRAM REQUIREMENT The US Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Manager for Integrated Training Environment (PM ITE), anticipates continuous OneSAF requirements for entity level behavior and model development, exercise execution support, distribution and training, environment maintenance, architecture configuration control, SW testing, and capability integration. This follow-on effort will continue the key tasks to assure a cohesive and controlled product baseline. PM ITE will continue to field integrated releases of the system software in yearly versions in order to support developing P3I and community user requirements. This effort will ensure consistent management of the configuration baseline, controlled integration of externally developed code, consistency and accuracy of released Versions, and timely maintenance and response to user requirements/changes. 4.
