Description
Naval Air Systems Command (NAVAIR) intends to issue a modification to Order 0513 under Basic Order Agreement (BOA) N00019-15-G-0026 to Northrop Grumman Systems Corporation (NGSC), Melbourne, FL, to add Multi-Band Element Design, Antenna Array Test Results, Multi-Band Antenna Array Design, Interim Report and Subcontract Security Plan in support of the High Gain UHF Electronically Scanned Array Development Effort. The modification will extend the period of performance (POP) under the order by 12 months. As a result of this modification, the total POP of the order will be changed from 24 months to 36 months in length. NGSC is the sole designer, developer, systems integrator and manufacturer of the E-2D aircraft and as such is the only source with the requisite knowledge, experience and data necessary to conduct the required study. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. All responses received within thirty (30) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement.
