- *****Note updated Classification Code***** THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns for the upcoming Request for Proposals (RFP) for the General Multiple Award Construction Contract. The work includes, but is not limited to, new construction, demolition, repair, total/partial interior/exterior alteration/renovation of buildings, systems, and infrastructure and may include civil, structural, mechanical, electrical, and communication type work. Scopes may include installation of new, or extensions to, the existing high voltage electrical distribution systems, the existing high pressure steam distribution systems, the potable water distribution systems, the sanitary sewer systems, storm water control systems, communication systems, etc. Contract requirements may include removal of asbestos materials and lead paint. Types of buildings and facilities include administrative, industrial, warehouses, maintenance, communications, schools/training/education, personnel support, recreational, food services, training areas/ranges, roads, etc. Typically task orders will have an estimated value of $150,000 - $5,000,000. Work under this contract will be primarily performed at Marine Corps Base Camp Lejeune (including the New River Air Station), Marine Corps Installations East, Marine Corps Air Station Cherry Point and other military and government installations/sites under the Marine Corps Installation East Area of Responsibility. The procurement method to be utilized is FAR Part 15, Contracting by Negotiation. The North American Industry Classification System (NAICS) Code for this procurement is 236220 and the annual size standard is $36,500,000. The Government may award this contract to more than one contractor. The Government will give fair consideration to all awardees in placing orders based on criteria stated in the solicitation. The proposed contract listed here is being considered for 100 percent set-aside for small business (SB). Interested SB concerns should, as early as possible but not later than close of business November 8, 2017, indicate interest in the acquisition by providing to the contracting office above evidence of capability to perform and a positive statement of eligibility as a small business concern. Include in the evidence of capability the following: a list of 5 projects completed within the past 3 years valued between $150K and $5M a description of work performed, including self-performed work, on the projects listed above a list of current employees able to serve as a Project Superintendent, Quality Control Manager and/or SSHO Interested small business contractors must be able to comply with FAR Clause 52.219-14, Limitation on Subcontracting, which limits the amount of work performed by subcontractors. Specifically as the prime contractor, your company must perform at least 15% of the cost of the contract, not including the cost of materials, with your own employees. If adequate interest is not received from SB concerns, the solicitation will be issued as unrestricted without further notice.
