- Sources Sought Note: This notice is published in accordance with Federal Acquisition Part (FAR) Part 10, Market Research and FAR Part 15, Exchanges with Industry before Receipt of Proposal. This notice serves as a Sources Sought in support of market research and/or planning purposes only and does not constitute a solicitation. This notice is not a confirmation that the Government will contract for the items or services contained in the sources sought, nor is any commitment on the part of the Government to award a contract implied. This notice does NOT constitute an Invitation to Bid, a Request for Proposal, or a Request for Quote. The Government shall not pay and/or reimburse respondents and/or associates for any costs incurred to submit the requested information. All information received in response to this sources sought that is marked Proprietary will be handled accordingly. In accordance with FAR 15.201(c), response to this sources sought is not offers and cannot be accepted by the Government to form a binding contract. The purpose of this is to seek capable and responsible sources interested in performing this service. Responses will assist the Government with developing its acquisition strategy to include socio-economic set-asides. If you believe there are ambiguities in the draft SOW, please identify them. Note that the Government will not answer questions about this requirement at this time. CRESCENZ DEPARTMENT OF VETERANS AFFAIRS MEDICAL CENTER PHILADELPHIA, PA 19104 Medical Equipment cooling system PM Work Statement Provide Labor and material necessary for : Conducting four (4) preventive maintenance inspections on the equipment listed below quarterly. Coordinate work and visits with A/C foreman. Submit to the A/C foreman detailed service reports on equipment inspected and maintained to establish individual unit case history of PM. Provide Emergency fast response 2-hours emergency service for VA equipment. Provide Service work, emergency service, repairs and parts other than the preventive main tenance inspections and included maintenance materials within two hours from VA request for service. The contractor shall provide the service on a time and shall possess the material /parts required for repair. PM requirements: The contractor shall respond no later than 24-hours after none emergency service calls. Two (2) Hour Emergency Service Response on computer room, and medical equipment Environmental control units. The contractor shall possess 24/7 emergency call service. The contractor shall possess Liebert united certified technicians. The contractor shall possess parts and materials necessary to service and maintain the PVAMC equipment. The contractor shall conduct Preventive maintenance inspections during normal working hours Quarterly PM to include Inspect air filters and change as needed. Inspect fan belts and change or adjust as needed. Lubricate fan shafts & motor bearings at required intervals per manufacturer s specifications. Inspect humidifier Quartz lamps replace if necessary Clean pan if necessary Inspect water level and adjust as required Inspect water flow and adjust as needed Change humidifier water filter as applicable Monitor oil levels and adjust level as needed. Monitor and test all coolant (water, glycol, etc.) levels Monitor air intake and return temperatures Inspect and repair as needed, all compressors Inspect gas exchanger and adjust as required Check and adjust, as applicable, hot gas bypass. Check and adjust as required, all unit controllers Inspect and confirm proper compressor operation. Temperatures Pressures (as needed) Amperage (as needed) D. Voltage (Power) E. Voltage (Control) F. Sound Levels and for unusual noise Inspect refrigerant sight glass. Low charge Moisture indication Leak check and charge (as applicable to selected plan) if required by inspections 7 and 8 listed above. Inspect evaporator coil and clean if necessary. Inspect evaporator fans and motor for proper operation. Check supply and return air temperatures. Check condenser water leaving and entering temperatures (as applicable). Check all control set points and adjust as required. Inspect all electrical controls for: Visual damage Chattering Loose connections Pitting & heat damage Tighten all electrical connections (as needed). Check condensate line, drain pan, pump, drain and coils. Clean or replace these items as needed. Tighten bolts and other parts as appropriate, if leak is detected. Clean condensate pans and pump basins as required by visual inspection. Clean condensate drains as needed. Inspect air-cooled condenser/drycooler fans. Inspect condenser/drycooler coils and clean as needed (not to exceed once per year) Inspect pump packages and expansion tanks (as applicable). Change system sequence switches to equalize run times (as applicable). Check and adjust, as applicable, hot gas bypass. Test glycol freeze protection & clarity (as applicable once per year). Inspect water/glycol cooled condenser end bells for leaks, re-torque bolts once per year (as applicable). Inspect water regulating valve bellows for leaks, correct as needed (as applicable). Leave a copy of detailed service reports for all maintenance activities with A/C foreman and discuss any necessary follow-ups or recommendations.
