- 1.Introduction/Purpose This market survey notice is to identify sources for information ONLY and will be used for preliminary planning purposes. The FAA is not seeking or accepting unsolicited proposals. NO proposals are being requested or accepted with this announcement. Any costs associated with the market survey submittal or any follow up information requests are solely at the interested vendor ™s expense. This is a market survey for Contractor Depot Logistics Support (CDLS) services in support of the FAA ™s Wide Area Augmentation System (WAAS). Vendor support includes 1) service evaluation, test, and repair of Line Replaceable Units (LRU); 2) maintenance and repair of FAA-provided Test Equipment; 3) Commercial Off-The-Shelf (COTS) equipment repair management; 4) Depot Logistics Engineering Services; and 5) sufficient secure storage for WAAS LRU depot spares and working space for conduct of LRU testing and repair. The CDLS Contractor will be responsible for providing WAAS Depot life-cycle logistics support, management of vendors for repairs of COTS equipment, specialized electronic equipment LRU repair, spares support, and supply support using the FAA ™s Logistics Center Supply Support (LCSS) system. The CDLS Contractor will provide the WAAS Program Office with a Monthly Logistics Report detailing field and depot preventative and corrective maintenance activities. The CDLS Contractor will provide a Quarterly Operational Status Reports (QOSR) that details WAAS system replacement and repair activities, and WAAS site Reliability, Maintainability, Availability (RMA), Procurability, Repairability, and Supportability statistics. The CDLS Contractor will support and maintain the WAAS depot Repair Parts and Special Tools List (RPSTL), and long lead parts procurement and supply. The FAA will provide LRU test fixtures and the WAAS spare part inventory to the CDLS Contractor as Government Furnished Equipment (GFE). The spares include those designated to be stored at the CDLS Contractor-provided WAAS depot and also those spares at WAAS operational sites and the WAAS development laboratories. The CDLS Contractor will setup and receive approval for LRU Test Stations by the FAA Logistics Center (FAALC) Depot Engineer within seven weeks of contract award and before commencing depot repair activities. Additionally, the CDLS Contractor will provide workbench and laboratory space for the testing of all WAAS LRUs and sub-assemblies returned from WAAS sites and equipment vendors. The CDLS Contractor must provide bar code markings for all WAAS LRUs that have not been previously barcoded or where the barcode is missing or damaged. The CDLS Contractor will provide engineering support for Failure Modes and Effects Analysis (FMEA); Failure Modes, Effects, and Criticality Analysis (FMECA); and Failure Reporting, Analysis, and Corrective Action System (FRACAS). The CDLS Contractor will provide an annual inventory of the WAAS equipment in the field, depot, and laboratories. The CDLS Contractor will provide for the repair of LRUs to the extent not covered by the manufacturer's warranty. Performed repairs can be via CDLS Contractor in-house capabilities, original equipment manufacturer, or other qualified repair facility. The CDLS Contractor will furnish all labor, tools, test equipment, parts, software, facilities, materials, documentation, training, and any other technical and administrative support necessary to repair and restore service to the WAAS that the FAA does not furnish as GFE, Government Furnished Information (GFI), or Government Furnished Property (GFP). WAAS operational and test lab sites are located across North America. Most sites are within FAA facilities and maintained by FAA staff. Canada and Mexico sites are non-FAA sites, and local non-FAA staffs provide first level engineering, maintenance and spare shipment support to the WAAS equipment at those sites. Similarly, Ground Uplink Station (GUS) sites are located at commercial teleports and are maintained by non-FAA staff. The CDLS Contractor will also provide depot support required to maintain WAAS laboratories in the USA. The CDLS Contractor engineering staff will develop the expertise to provide analytical support and suggest corrective actions for system and LRU anomalies reported by the field maintainers. Also, all depot maintenance, repair, rebuild, overhaul and redeployment required to correct anomalies will be accomplished by the CDLS Contractor. The Government did not acquire a Level III drawing package which would be used for in-depth troubleshooting and engineering analysis of system problems and anomalies; furthermore, the proprietary nature of much of the technical data precludes that availability of such drawings (i.e., a complete technical data package) necessary to provide the detailed Depot level and site engineering support for the systems for which this contract is intended. So, the CDLS Contractor is expected to conduct repair at the level of the provided GFI or through the equipment vendors as mutually agreed between the CDLS Contractor and WAAS PO. As part of the response to this market survey, the CDLS Contractor must provide to the government a CDLS Contractor capabilities document which demonstrates its abilities in engineering support and analysis, depot testing and repair, and field maintenance analysis required to support the WAAS system. The capabilities document should discuss the support that the CDLS Contractor can provide on various logistics elements and integrated logistics support. The capabilities document should also indicate any other systems and contracts on which the CDLS Contractor is performing or has performed similar depot management tasks. 2. Incumbent CDLS Contractor The incumbent CDLS Contractor for this procurement is Raytheon Inc. Fullerton, CA, Contract DTFAWA-14-C-00060. 3. Nature of Competition The FAA will use the information gathered from this market survey for planning purposes and in determining the nature of this potential competition. Only those parties who satisfactorily respond to this market survey will be considered for contract competition and award. 5.
