Description
This is a sources sought notice for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The Bureau of Reclamation has a requirement for Irrigation Canal Replacement for Cibola Valley Conservation Area. The work will consist of removing and properly disposing of existing concrete, gates, gate frames, and other debris; repairing the soil base for the canal including compaction to a minimum of 90%, installing new concrete canal lining, replace gates, and replace or install turnout ports within the canal system as well as any additional facilities. Work will be performed in Cibola, AZ within La Paz County, approximately 16 miles to the south of Blyth, CA. The project must take place during the winter months of November through February. A site visit will be organized and the information will be provided in the solicitation. Services to be performed Agricultural Irrigation Canal Replacement 1. Work will include but not limited to the removal and properly disposing of concrete lining material and other debris at an approved site. 2. Work will include soil compaction to minimum of 90%, shaping, and other preparations for the lining and relining of irrigation canals along with installing field turnout ports. 3. Work will include applying a pre-emergent herbicide on the prepared canal bed to prevent future intrusion of plant life within the constructed canal. 4. Work will include but not limited to the placement of concrete irrigation lining to a minimum of 2-1/2 inches thick and a compressive strength of 3000 psi. 5. Work will include installing irrigation gates, field turnout ports, and any other pertinent items that have been removed or are in need to properly construct the irrigation canal. All construction activities must conform to the industrial standards for irrigation facilities, and adhere to ASAE S289.2 standard for Concrete Slip-Form Canal Linings. All subpar components will not be accepted and must be replaced or reinstalled with suitable materials at the contractor's expense. The magnitude of construction is between $25,000 and $100,000. Interested sources are welcome to submit a capability statement package to include the following information: 1. Capability statement shall address the equipment proposed and the offeror's ability to meet the performance and salient characteristics. For all proposed products, please provide data specification sheets so we can see that the proposed products meet the performance requirements and salient characteristics. 2. Provide your business name, address, point of contact, phone number and email address. 3. Provide your business size & type: 8(a), HubZone, Service Disabled Veteran, Small Business or Large Business, etc. This information will be used to assist the Contracting Officer in terms of developing the appropriate procurement strategy for this acquisition and for purposes of market research. All businesses, regardless of size, capable ‘of providing these items are invited to respond. Any information provided by industry to the Government as a result of this sources sought is voluntary. The Government will not pay for any information submitted in response to this sources sought. This notice is designed to locate responsible sources that have an interest, and have the ability to perform the services described herein. The applicable North American Industry Classification System (NAICS) code is 238110 - Poured Concrete Foundation and Structure Contractors and the Small Business Size Standard is $15.0 million. Firms may also provide recommendation for use of an alternate NAICS code. Interested sources should submit a capability statement on or before 2:00 PM Pacific Standard Time (PST), November 13, 2017. Submittals will be reviewed and considered by Reclamation during the solicitation planning process.
